Course Outline

Day 1: Introduction to Oil Regulations and Legal Framework

Objectives:
• Understand the purpose and scope of oil regulations in South Africa.

• Explain the roles of regulatory bodies (e.g., DMRE, SABS, NERSA).
• Describe the hierarchy of legal documents (acts, regulations, standards).
• Recognize the importance of compliance in the oil sector.

Day 2: Upstream Oil Regulations – Exploration and Production

• Explain environmental impact assessment (EIA) processes.
• Describe health and safety standards in upstream operations.
• Outline decommissioning and rehabilitation obligations.

• Outline price controls and regulatory oversight.

• Retail fuel station licensing and operating requirements.

Day 4: Compliance, Auditing, and Enforcement

Objectives:
• Understand compliance monitoring and auditing processes.
• Identify common non-compliance issues and penalties.
• Explain the role of inspectors and enforcement agencies.
• Describe the appeals and dispute resolution mechanisms.
• Develop a compliance management plan.

• Common violations: unauthorized storage, adulteration, under-delivery.
• Penalties and fines under the Petroleum Products Act.

Day 5: Integrated Practical Application and Assessment

Objectives:
• Apply regulatory knowledge to real-world scenarios.
• Conduct a mock inspection and identify non-compliance.
• Prepare a compliance report with corrective actions.
• Demonstrate understanding of licensing procedures.
• Evaluate case studies and propose solutions.

Practicals

Overview

The practicals provide hands-on experience in applying oil regulations through simulated inspections, compliance audits, and licensing procedures. Learners engage in realistic scenarios to identify non-compliance, prepare reports, and understand enforcement actions.

Practical Activities
  • Practical 1: Mock Inspection of a Fuel Storage Facility — Learners conduct a simulated inspection of a fuel storage depot using regulatory checklists, identifying violations and documenting findings. (4h)
  • Practical 2: Compliance Audit and Report Writing — Learners perform a compliance audit on a simulated retail fuel station and write a formal compliance report with corrective actions. (4h)
  • Practical 3: Licensing Application Simulation — Learners complete a mock application for a retail fuel license, including submission of required documents and responding to queries. (4h)
  • Practical 4: Emergency Response and Spill Management Scenario — Learners participate in a simulated fuel spill incident, applying regulatory requirements for containment, reporting, and cleanup. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
