Course Outline

Day 1: Foundations of Corruption Risk Management

Objectives:
• Understand the definition, forms, and impact of corruption.
• Identify key legislative and regulatory frameworks in South Africa.
• Recognise the role of ethics and good governance in corruption prevention.
• Distinguish between corruption risk, fraud, and other irregularities.

Topics:
• Introduction to corruption: types, causes, and consequences.
• South African legal framework: Prevention and Combating of Corrupt Activities Act, PRECCA.
• Ethical principles and corporate governance codes (King IV).
• Overview of corruption risk management standards and best practices.
• Role of leadership and organisational culture.
• Case studies of corruption in public and private sectors.

Day 2: Identifying and Assessing Corruption Risks

Objectives:
• Apply risk assessment methodologies to identify corruption vulnerabilities.
• Conduct corruption risk mapping for processes and functions.
• Evaluate inherent and residual corruption risks.
• Prioritise risks based on likelihood and impact.

Topics:
• Corruption risk identification techniques: process mapping, red flags, and indicators.
• Risk assessment frameworks: COSO, ISO 31000, and tailored approaches.
• Quantitative and qualitative risk analysis methods.
• Stakeholder engagement and expert judgment.
• Documenting risk registers and heat maps.
• Practical examples from procurement, finance, and HR.

Day 3: Designing Corruption Prevention Controls

Objectives:
• Design preventive controls to mitigate identified corruption risks.
• Implement detective controls such as monitoring and audits.
• Develop clear policies, procedures, and codes of conduct.
• Understand the role of segregation of duties and authorisation limits.

Topics:
• Control categories: preventive, detective, corrective.
• Designing effective internal controls for procurement, payments, and recruitment.
• Whistleblowing mechanisms and protection frameworks.
• Training and awareness programmes.
• Conflict of interest management.
• Integrating controls into business processes.

Day 4: Monitoring, Detection, and Investigation

Objectives:
• Establish monitoring systems to detect corruption indicators.
• Conduct internal investigations in a legally compliant manner.
• Collect and preserve evidence for disciplinary or legal action.
• Report corruption incidents and manage remediation.

Topics:
• Key performance indicators for corruption detection.
• Data analytics and forensic accounting techniques.
• Investigation planning, interviewing, and evidence handling.
• Legal considerations: privacy, labour law, and criminal procedure.
• Reporting to management, board, and authorities.
• Case studies on investigation outcomes.

Day 5: Embedding and Sustaining a Corruption Risk Management Programme

Objectives:
• Develop a corruption risk management strategy aligned to organisational goals.
• Integrate corruption prevention into enterprise risk management.
• Evaluate programme effectiveness through audits and reviews.
• Foster a culture of integrity and continuous improvement.

• Building a corruption risk management framework.
• Roles and responsibilities: board, management, and compliance.
• Training and communication strategies.
• Continuous monitoring and review cycles.
• Benchmarking and maturity models.
• Action planning for implementation.
• Final assessment and course wrap-up.

Practicals

Overview

Practicals provide hands-on experience in applying corruption risk assessment tools, designing controls, and conducting simulated investigations. Learners work through real-world scenarios to reinforce theoretical concepts and develop practical skills for the workplace.

Practical Activities
  • Corruption Risk Assessment Workshop — Learners conduct a risk assessment on a simulated procurement process using provided templates and red flag indicators. (4h)
  • Control Design Exercise — Groups design preventive and detective controls for the identified risks, including policy wording and process changes. (4h)
  • Data Analytics for Detection — Using sample datasets, learners run basic data analytics in Excel to detect anomalies indicative of corruption. (4h)
  • Mock Investigation Scenario — Learners role-play an internal investigation based on a whistleblower report, including evidence gathering and interview simulation. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
