Description

This course equips participants with the knowledge and practical skills to effectively fulfill the role of a Health and Safety Representative in the workplace. It covers the legal framework, hazard identification, risk assessment, incident investigation, and the promotion of a positive safety culture, enabling representatives to contribute to a safer and healthier work environment.

Learning Outcomes

  • Apply the legal and regulatory framework governing occupational health and safety in South Africa, including the OHS Act and relevant regulations.
  • Demonstrate the ability to identify workplace hazards and conduct risk assessments to mitigate potential risks.
  • Implement effective incident investigation procedures and compile accurate reports to prevent recurrence.
  • Evaluate the effectiveness of health and safety policies and procedures and recommend improvements.
  • Analyze the role and responsibilities of the Health and Safety Representative within the broader health and safety management system.
  • Design and deliver basic health and safety awareness training to colleagues to promote a culture of safety.

Target Audience

This course is designed for employees who are appointed or aspire to be Health and Safety Representatives, as well as managers, supervisors, and union representatives who support workplace health and safety.

Prerequisites

None — open enrollment. However, participants should be employed in a workplace where they can apply the skills learned.

Course Outline

Day 1: Foundations of Occupational Health and Safety

Objectives:
• Understand the legislative framework governing OHS in South Africa
• Identify the roles and responsibilities of the Health and Safety Representative
• Recognize the rights and duties of employees and employers
• Explain the concept of hazard identification and risk assessment
• Describe the structure and functions of health and safety committees

Topics:
• Overview of the Occupational Health and Safety Act (Act 85 of 1993)
• Key regulations and amendments
• Duties of employers and employees
• Designation and functions of Health and Safety Representatives
• Health and Safety Committees: composition and responsibilities
• Introduction to hazard identification and risk assessment (HIRA)

Day 2: Hazard Identification and Risk Assessment

Objectives:
• Apply systematic methods for identifying workplace hazards
• Conduct risk assessments using recognized techniques
• Prioritize risks based on severity and likelihood
• Develop control measures using the hierarchy of controls
• Document and communicate risk assessment findings

Topics:
• Hazard categories: physical, chemical, biological, ergonomic, psychosocial
• Risk assessment methodologies (e.g., checklist, what-if, HAZOP)
• Step-by-step risk assessment process
• Hierarchy of controls: elimination, substitution, engineering, administrative, PPE
• Practical risk assessment exercises
• Documentation and reporting requirements

Day 3: Workplace Inspections and Incident Investigation

Objectives:
• Plan and conduct effective workplace inspections
• Identify common workplace hazards during inspections
• Understand the purpose and process of incident investigation
• Apply root cause analysis techniques
• Recommend corrective actions to prevent recurrence

Topics:
• Types of inspections: planned, unplanned, formal, informal
• Inspection checklists and reporting
• Incident vs. accident: definitions and classifications
• Incident investigation procedures
• Root cause analysis tools (e.g., 5 Whys, fishbone)
• Developing and implementing corrective actions

Day 4: Health and Safety Legislation and Compliance

Objectives:
• Interpret key sections of the OHS Act and regulations
• Understand the role of the Department of Employment and Labour
• Explain the legal responsibilities of Health and Safety Representatives
• Identify requirements for incident reporting and record keeping
• Recognize the importance of safety data sheets (SDS) and labeling

Topics:
• Detailed review of relevant OHS Act sections
• Regulations: General Safety, Hazardous Chemical Agents, Noise, etc.
• Duties of the employer and employees
• Legal liability and enforcement
• Incident reporting procedures (Form Annexure 1)
• Hazardous chemical agents management and SDS

Day 5: Communication, Training, and Safety Culture

Objectives:
• Develop effective communication strategies for OHS matters
• Conduct OHS training and toolbox talks
• Promote a positive safety culture within the workplace
• Engage with management and workers on safety issues
• Develop an action plan for continuous improvement

• Communication techniques for OHS
• Planning and delivering toolbox talks
• Safety culture: characteristics and improvement strategies
• Employee participation and consultation
• Managing OHS records and statistics
• Developing a personal action plan

Practicals

16 hours of practicals To be conducted online or on-campus or in-house
Overview

The practicals are integral to this course, allowing learners to apply theoretical knowledge in realistic workplace scenarios. Through hands-on inspections, risk assessments, incident investigations, and communication exercises, learners develop the skills necessary to effectively fulfil their role as Health and Safety Representatives.

Practical Activities
  • Workplace Hazard Hunt — Learners conduct a simulated workplace inspection to identify hazards and complete an inspection report. (4h)
  • Risk Assessment Simulation — In groups, learners perform a risk assessment on a given scenario (e.g., manufacturing floor) and present their findings. (4h)
  • Incident Investigation Role-Play — Learners participate in a mock incident investigation, collecting evidence and interviewing witnesses to determine root causes. (4h)
  • Toolbox Talk Presentation — Each learner prepares and delivers a short toolbox talk on a safety topic of their choice, receiving feedback from peers. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
