Course Outline

Day 1: Foundations of Import and Export Management

Objectives:
• Understand the role of import/export in international trade
• Identify key regulatory bodies and documentation requirements
• Explain Incoterms and their application in contracts
• Recognize the importance of customs compliance

Topics:
• Overview of global trade and South Africa's position
• Key stakeholders: SARS, Customs, Port Authorities, freight forwarders
• Essential documents: Bill of Lading, Commercial Invoice, Packing List, Certificate of Origin
• Introduction to Incoterms 2020
• Customs compliance and penalties for non-compliance

Day 2: Customs Procedures and Tariff Classification

Objectives:
• Navigate customs clearance processes for imports and exports
• Classify goods using the Harmonized System (HS) codes
• Calculate duties, VAT, and other taxes
• Understand preferential trade agreements and their benefits

Topics:
• Customs clearance procedures: documentation, inspection, release
• Harmonized System (HS) coding: structure and classification principles
• Duty calculation: ad valorem, specific, compound duties
• VAT and other taxes in South Africa
• Trade agreements: SADC, EU-SADC EPA, AfCFTA
• Rules of origin and how to claim preferences

Day 3: Logistics and Supply Chain in International Trade

Objectives:
• Select appropriate modes of transport for different cargo types
• Manage shipping documentation and insurance
• Understand port operations and cargo handling
• Mitigate risks in international logistics

Topics:
• Modes of transport: sea, air, road, rail, multimodal
• Shipping documentation: Bill of Lading, Airway Bill, CMR consignment note
• Cargo insurance: types, coverage, claims process
• Port operations: container terminals, break bulk, warehousing
• Risk management: cargo theft, delays, damage, force majeure

Day 4: Compliance, Ethics, and Trade Regulations

Objectives:
• Ensure compliance with South African and international trade laws
• Identify prohibited and restricted goods
• Apply ethical practices in trade transactions
• Understand anti-bribery and anti-corruption measures

Topics:
• South African Customs and Excise Act
• Export control: ITAC permits, strategic goods
• Sanctions and embargoes: UN, EU, US regulations
• Prohibited and restricted goods: health, safety, environment
• Ethical trade: anti-bribery, FCPA, UK Bribery Act
• Record-keeping and audit requirements

Day 5: Strategic Import/Export Management and Integration

Objectives:
• Develop an import/export strategy aligning with business goals
• Manage currency risk and international payments
• Build effective relationships with partners and service providers
• Create a comprehensive import/export plan

Topics:
• Strategic planning: market selection, sourcing, pricing
• Currency risk management: hedging, forward contracts, options
• International payments: Letters of Credit, documentary collections, open account
• Partner selection: agents, distributors, freight forwarders, customs brokers
• Performance measurement: KPIs, cost analysis, compliance scorecards
• Course wrap-up and action planning

Overview

Practical sessions provide hands-on experience in completing customs documentation, classifying goods using HS codes, and simulating an end-to-end import/export transaction. Learners apply theoretical knowledge to real-world scenarios, reinforcing compliance and documentation skills.

Practical Activities
  • Practical 1: Documentation Completion — Learners complete a set of import/export documents (commercial invoice, packing list, bill of lading, certificate of origin) for a given product and country scenario. (3h)
  • Practical 2: HS Code Classification and Duty Calculation — Using the SA Customs tariff book, learners classify 10 products at the 6-digit HS level and calculate duties, VAT, and total landed cost. (3h)
  • Practical 3: Customs Clearance Simulation — In groups, learners simulate a customs clearance process: submit documents, respond to queries, and obtain release of goods using a mock customs platform. (3h)
  • Practical 4: Logistics and Risk Management Exercise — Learners plan a multimodal shipment from Johannesburg to a foreign port, select insurance, and create a risk mitigation checklist. (3h)
  • Practical 5: End-to-End Import/Export Transaction — Teams role-play an entire import/export transaction from inquiry to final delivery, including negotiation, documentation, customs clearance, and payment. (3h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
