Course Outline

Day 1: Introduction to Procurement Management

Objectives:
• Understand the role and importance of procurement in an organisation
• Identify key procurement principles and ethical considerations
• Differentiate between procurement, purchasing, and supply chain management
• Recognise the regulatory and policy framework governing procurement

Topics:
• Definition and scope of procurement management
• The procurement cycle: from need identification to contract closure
• Ethical procurement practices and conflict of interest
• Overview of relevant legislation (e.g., PPPFA, PFMA)
• Stakeholders in procurement: internal and external
• Role of procurement in strategic organisational goals

Day 2: Procurement Planning and Strategy

Objectives:
• Develop a procurement plan aligned with organisational objectives
• Apply market analysis techniques to inform sourcing decisions
• Evaluate different procurement strategies (e.g., centralised vs. decentralised)
• Understand demand forecasting and spend analysis

Topics:
• Procurement planning process and documentation
• Market research and supplier market analysis
• Strategic sourcing: make-or-buy decisions, outsourcing
• Spend analysis and category management
• Risk assessment in procurement planning
• Developing key performance indicators for procurement

Day 3: Sourcing and Supplier Selection

Objectives:
• Identify and evaluate potential suppliers using objective criteria
• Conduct a competitive bidding process (RFQ, RFP, RFI)
• Apply supplier pre-qualification and due diligence
• Negotiate terms and conditions effectively

Topics:
• Sourcing methods: tenders, quotations, proposals
• Supplier evaluation criteria: quality, cost, delivery, sustainability
• The bidding process: invitation, evaluation, award
• Supplier due diligence: financial, technical, compliance checks
• Negotiation techniques and best practices
• Ethics in supplier selection and avoiding favouritism

Day 4: Contract Management and Supplier Relationship Management

Objectives:
• Understand key elements of procurement contracts
• Monitor supplier performance against contractual obligations
• Manage contract variations, disputes, and close-out
• Build effective supplier relationships for long-term value

Topics:
• Types of procurement contracts: fixed-price, cost-reimbursable, etc.
• Contract administration: milestones, deliverables, payments
• Performance measurement: KPIs, SLAs, scorecards
• Managing non-performance and dispute resolution
• Supplier development and collaboration
• Contract close-out and lessons learned

Day 5: Procurement Performance, Compliance, and Future Trends

Objectives:
• Measure and report on procurement performance
• Ensure compliance with procurement policies and regulations
• Identify and mitigate procurement risks
• Explore emerging trends: digital procurement, sustainability, e-procurement

Topics:
• Procurement metrics and dashboards
• Audit and compliance in procurement
• Risk management framework: identification, assessment, mitigation
• Sustainable procurement and green supply chains
• Digital transformation: e-procurement systems, AI, blockchain
• Continuous improvement and procurement maturity models

Practicals

16 hours of practicals To be conducted online or on-campus or in-house
Overview

Hands-on practicals enable learners to apply procurement concepts in simulated real-world scenarios. Activities include creating a procurement plan, evaluating supplier bids, negotiating contract terms, and using a simple e-procurement system.

Practical Activities
  • Practical 1: Procurement Planning Exercise — Learners work in groups to analyse a case study and develop a comprehensive procurement plan, including stakeholder analysis, market research, and risk assessment. (4h)
  • Practical 2: Bid Evaluation and Supplier Selection — Given a set of supplier responses to an RFP, learners evaluate bids using weighted criteria and select the best supplier, documenting their rationale. (4h)
  • Practical 3: Contract Negotiation Role-Play — Learners simulate a negotiation between buyer and seller over contract terms, including price, delivery, and service levels, then draft a simple contract. (4h)
  • Practical 4: E-Procurement System Simulation — Using a simulated e-procurement platform, learners process a purchase requisition, create a purchase order, and track receipt of goods. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
