Description

This course equips learners with the skills to effectively plan procurement activities and manage the bid process in accordance with organisational policies and legislative requirements. Participants will learn to develop procurement plans, evaluate bids, and ensure compliance with supply chain management principles. The course is designed to enhance strategic sourcing and contract management capabilities within a South African corporate context.

Course Outline

Day 1: Foundations of Procurement Planning

Objectives:
• Understand the procurement lifecycle and its strategic importance
• Identify key legislative and regulatory frameworks governing procurement in South Africa
• Define roles and responsibilities in procurement planning
• Conduct a basic spend analysis to inform planning

Day 2: Procurement Planning Techniques

Objectives:
• Develop a procurement plan aligned with organisational strategy
• Apply demand forecasting and specification development techniques
• Evaluate procurement risks and develop mitigation strategies
• Understand budgeting and cost estimation for procurement

Day 3: Bid Management Fundamentals

Objectives:
• Describe the bid management process and its phases
• Prepare bid documentation including terms of reference
• Apply evaluation criteria and scoring methodologies
• Understand bid advertising and communication protocols

• Bid documentation: RFQ, RFP, RFI

Day 4: Bid Evaluation and Award

Objectives:
• Conduct a structured bid evaluation process
• Manage bidder queries and clarifications
• Apply preferential procurement and B-BBEE requirements
• Make award recommendations and handle disputes

• Managing clarifications and site visits

Day 5: Integration, Monitoring, and Continuous Improvement

• Integrate procurement planning and bid management into organisational processes
• Monitor contract performance and supplier management
• Apply lessons learned for continuous improvement
• Prepare for audit and compliance requirements

Practicals

16 hours of practicals To be conducted online or on-campus or in-house
Overview

Practical sessions allow learners to apply procurement planning and bid management concepts in simulated scenarios. Learners will develop a procurement plan, draft bid documentation, and conduct a mock bid evaluation, reinforcing theoretical knowledge through hands-on practice.

Practical Activities
  • Practical 1: Spend Analysis and Procurement Plan Development — Learners analyse a dataset to identify spending patterns and develop a procurement plan including risk assessment and budget estimation. (4h)
  • Practical 2: Drafting Bid Documentation — Learners draft a request for proposal (RFP) including terms of reference, evaluation criteria, and scoring matrix. (4h)
  • Practical 3: Mock Bid Evaluation — Learners role-play as an evaluation panel, scoring sample bids and justifying award decisions using B-BBEE criteria. (4h)
  • Practical 4: Contract Award and Handover Simulation — Learners simulate the award process, prepare a contract summary, and conduct a handover to contract management. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).

  • If you scored under 50% you can sit the final test again at the next scheduled session at no extra cost.
