Description

This course equips learners with the skills to effectively manage procurement processes in a corporate environment. It covers the end-to-end procurement cycle, from identifying needs to supplier selection and contract management, ensuring compliance with organisational policies and relevant legislation.

Course Outline

Day 1: Introduction to Procurement and Legal Framework

Objectives:
• Understand the role and importance of procurement in an organisation
• Identify key legislation governing procurement in South Africa
• Explain ethical principles in procurement
• Define the procurement cycle and key stakeholders

Topics:
• Overview of procurement and supply chain management
• The procurement cycle: from need identification to contract closure
• Legal framework: PFMA, PPPFA, BBBEE, and relevant regulations
• Ethics and code of conduct in procurement
• Roles and responsibilities of procurement officials
• Introduction to procurement policies and procedures

Day 2: Procurement Planning and Specifications

Objectives:
• Develop a procurement plan aligned with organisational strategy
• Write clear and unambiguous specifications
• Conduct market research and supplier identification
• Understand different procurement methods and when to use them

Topics:
• Procurement planning process and demand management
• Developing specifications: technical, functional, and performance
• Market analysis and supplier sourcing
• Procurement methods: quotations, competitive bidding, and sole source
• Request for Quotation (RFQ) and Request for Proposal (RFP) processes
• Pre-qualification and tender documentation

Day 3: Tender Process and Evaluation

Objectives:
• Manage the tender process from advertisement to award
• Apply evaluation criteria and scoring methods
• Ensure compliance with procurement regulations
• Handle bidder queries and site inspections

Topics:
• Advertising tenders and managing the bid process
• Opening and registering bids
• Evaluation committees: composition and roles
• Evaluation criteria: functionality, price, preference points
• Scoring methods and consensus decisions
• Dealing with non-responsive bids and appeals

Day 4: Contract Management and Supplier Performance

Objectives:
• Understand contract terms and conditions
• Monitor supplier performance and manage non-compliance
• Manage contract variations and amendments
• Apply contract close-out procedures

• Key clauses in procurement contracts (SLAs, penalties, termination)
• Supplier performance management and KPIs
• Managing contract changes: variations, extensions, and amendments
• Dispute resolution and breach of contract
• Contract administration: documentation and record keeping
• Contract close-out and lessons learned

Day 5: Strategic Procurement, Risk, and Integration

Objectives:
• Apply strategic sourcing principles to optimise value
• Identify and mitigate procurement risks
• Integrate sustainability and BBBEE into procurement
• Prepare for procurement audits and reviews

Topics:
• Strategic sourcing and category management
• Procurement risk assessment and mitigation strategies
• Sustainability and green procurement
• BBBEE scorecard and preferential procurement
• Procurement audits, compliance checks, and reporting
• Case studies and best practices in procurement

Practicals

15 hours of practicals To be conducted online or on-campus or in-house
Overview

Learners engage in hands-on exercises to apply procurement procedures, including drafting specifications, evaluating tenders, and managing contracts. Practicals reinforce theoretical knowledge and build competence in real-world procurement tasks.

Practical Activities
  • Drafting a Specification and RFQ — Learners work in groups to draft a technical specification and prepare a Request for Quotation for a common item (e.g., office supplies). (3h)
  • Tender Evaluation Exercise — Using sample bids, learners simulate an evaluation committee meeting to score bids based on functionality, price, and preference points. (4h)
  • Supplier Performance Review Simulation — Learners review a supplier's performance data and draft a performance report with improvement recommendations. (3h)
  • Contract Management Scenario — Learners handle a contract variation scenario, including drafting a variation order and updating contract records. (3h)
  • Integrated Procurement Case Study — Teams work on a comprehensive case study covering planning, tendering, evaluation, and contract management for a capital project. (2h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

All marks are recorded on the AATICD LMS and visible to each learner under their account.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).

  • Each certificate is a branded PDF with the delegate's name, the course title, the unit standard ID, NQF level, credits, and the date of issue.

  • If you scored under 50% you can sit the final test again at the next scheduled session at no extra cost.
