Description

This course equips participants with the knowledge and skills to manage procurement processes effectively within a South African corporate context. It covers the full procurement cycle from need identification to supplier management and contract administration, ensuring compliance with organizational policies and relevant legislation.

Course Outline

Day 1: Introduction to Procurement and Legislative Framework

Objectives:
• Understand the procurement cycle and key terminology
• Identify relevant legislation and regulations governing public procurement
• Recognise the roles and responsibilities of stakeholders
• Explain the principles of transparency, equity, and cost-effectiveness

Topics:
• Overview of procurement: definition, importance, and scope
• The procurement cycle: from need identification to contract management
• Legal framework: PFMA, PPPFA, Treasury Regulations, and BBBEE
• Key stakeholders: procurement officials, end-users, suppliers, and finance
• Ethical considerations and conflict of interest
• Introduction to supply chain management (SCM) concepts

Day 2: Procurement Planning and Specifications

Objectives:
• Develop a procurement plan aligned with organisational needs
• Write clear and unambiguous specifications and terms of reference
• Apply demand management principles
• Conduct market research and assess supplier availability

Topics:
• Procurement planning process: linking to strategic objectives
• Demand management: forecasting and consolidation
• Writing specifications: functional, performance, and technical
• Terms of reference (TOR) for services
• Market research techniques: RFI, industry analysis
• Budgeting and cost estimation for procurement

Day 3: Sourcing and Tendering Processes

Objectives:
• Differentiate between procurement methods (quotations, bids, RFQs)
• Manage the tendering process from advertisement to submission
• Evaluate bids using prescribed criteria
• Ensure compliance with PPPFA and preferential procurement points

Topics:
• Procurement methods: threshold values and appropriate use
• Competitive bidding process: advertising, briefing sessions, submission
• Bid evaluation: compliance, functionality, and price
• Preferential procurement: BBBEE scoring and goals
• Handling deviations, unsolicited bids, and emergency procurement
• Documentation: bid documents, evaluation reports, and registers

Day 4: Contract Management and Supplier Performance

Objectives:
• Draft key contract clauses and manage contract administration
• Monitor supplier performance and address non-compliance
• Manage changes, variations, and contract close-out
• Apply risk management principles in procurement

Topics:
• Contract types: fixed-price, cost-reimbursable, and framework agreements
• Contract administration: payments, deliverables, and record-keeping
• Performance management: KPIs, service level agreements (SLAs)
• Managing variations, extensions, and disputes
• Risk identification and mitigation in procurement
• Contract close-out: final deliverables, retention, and lessons learned

Day 5: Ethics, Auditing, and Continuous Improvement

Objectives:
• Apply ethical standards and combat fraud and corruption
• Prepare for internal and external procurement audits
• Implement continuous improvement in procurement processes
• Integrate procurement with overall organisational strategy

Topics:
• Ethics in procurement: codes of conduct, whistleblowing
• Fraud prevention: red flags, internal controls
• Audit readiness: documentation, compliance checklists
• Reporting and performance measurement: dashboards and KPIs
• Continuous improvement: feedback loops, benchmarking
• Strategic procurement: category management and supplier partnerships

Practicals

Overview

Hands-on practicals reinforce theoretical knowledge through simulated procurement scenarios. Learners engage in drafting specifications, evaluating bids, managing contracts, and conducting supplier performance reviews using real-world templates and case studies.

Practical Activities
  • Drafting Specifications and TOR — Learners write a specification and terms of reference for a sample procurement requirement, applying principles of clarity and measurability. (4h)
  • Bid Evaluation Exercise — Using sample bid submissions, learners evaluate compliance, functionality, and price, then calculate preferential points and recommend a preferred bidder. (4h)
  • Contract Administration Simulation — Learners manage a simulated contract from award to close-out, handling payment requests, variations, and performance issues. (4h)
  • Supplier Performance Review and Audit Preparation — Learners conduct a supplier performance review using KPIs and prepare a procurement file for an internal audit. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).

  • Each certificate is a branded PDF with the delegate's name, the course title, the unit standard ID, NQF level, credits, and the date of issue.

  • If you scored under 50% you can sit the final test again at the next scheduled session at no extra cost.
