This course equips participants with the skills to design and implement effective monitoring and evaluation (M&E) systems for donor-funded projects. Course Outline

Day 1: Foundations of Monitoring and Evaluation

Objectives:
• Understand the purpose and principles of M&E in donor-funded projects
• Differentiate between monitoring, evaluation, and research
• Identify key stakeholders and their roles in M&E
• Describe the logical framework approach (LFA) and results chain
• Recognize ethical considerations in M&E

Topics:
• Introduction to M&E: definitions, concepts, and importance
• The project cycle and placement of M&E
• Key M&E terms: indicators, baselines, targets, milestones
• Logical framework (logframe) components: goal, purpose, outputs, activities
• Results chain: inputs → activities → outputs → outcomes → impact
• Stakeholder mapping and participation in M&E
• Ethics in M&E: confidentiality, informed consent, do no harm

Day 2: Designing an M&E Framework

Objectives:
• Develop a theory of change for a donor-funded project
• Formulate SMART indicators for different levels of results
• Design an M&E plan including data sources and collection methods
• Set baselines and targets for key indicators
• Understand the role of performance indicators in donor reporting

Topics:
• Theory of change: assumptions, pathways, and causal links
• Indicator selection: quantitative vs qualitative, process vs outcome
• SMART criteria for indicators
• M&E plan components: indicators, data sources, frequency, responsibility
• Baseline studies: purpose and methods
• Setting realistic targets and milestones
• Donor reporting requirements: common frameworks (e.g., logframe, PAF)

Day 3: Data Collection and Management

Objectives:
• Select appropriate data collection methods for M&E
• Design data collection instruments (surveys, interview guides, observation checklists)
• Implement data quality assurance (DQA) procedures
• Manage M&E data using simple databases or spreadsheets
• Ensure data security and ethical handling

Topics:
• Quantitative methods: surveys, questionnaires, administrative data
• Qualitative methods: interviews, focus groups, case studies
• Participatory M&E approaches
• Sampling techniques for M&E
• Data quality: validity, reliability, timeliness, precision, integrity
• Data management: storage, cleaning, documentation
• Introduction to M&E software (e.g., Excel, KoboToolbox, DHIS2)
• Data security and confidentiality protocols

Day 4: Data Analysis and Reporting

Objectives:
• Analyse quantitative and qualitative M&E data
• Interpret findings against indicators and targets
• Prepare M&E reports for different audiences (donors, management, community)
• Visualise data using charts, tables, and infographics
• Use findings for learning and adaptive management

Topics:
• Basic quantitative analysis: frequencies, percentages, trends
• Qualitative analysis: thematic coding, narrative analysis
• Triangulation of data sources and methods
• Report structure: executive summary, findings, conclusions, recommendations
• Data visualisation best practices
• Communicating M&E results to non-technical audiences
• Using findings for decision-making: adaptive management, lessons learned

Day 5: Evaluation Approaches and M&E System Sustainability

Objectives:
• Differentiate between formative, summative, and impact evaluations
• Plan an evaluation: terms of reference, evaluation questions, design
• Understand cost-benefit and cost-effectiveness analysis
• Develop an M&E capacity building plan
• Ensure sustainability of M&E systems within organisations

Topics:
• Types of evaluation: process, outcome, impact
• Evaluation designs: experimental, quasi-experimental, non-experimental
• Evaluation management: developing ToR, selecting evaluators
• Economic evaluation: cost-benefit, cost-effectiveness
• M&E capacity assessment and strengthening
• Institutionalising M&E: policies, procedures, resources
• Final Q&A and course wrap-up

Practicals

No practicals for this training.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
