This course equips learners with the knowledge and skills required to monitor, evaluate, and maintain transport infrastructure performance. Participants will understand key performance indicators, maintenance strategies, and regulatory compliance within the South African transport context.

Target Audience

This course is designed for transport infrastructure managers, maintenance supervisors, civil engineers, and municipal planning officials responsible for the performance and upkeep of roads, bridges, and related assets.

Prerequisites

None — open enrollment. However, a basic understanding of civil engineering or infrastructure management is beneficial.

Course Outline

Day 1: Introduction to Transport Infrastructure and Performance Concepts

Objectives:
• Define key performance indicators (KPIs) for transport infrastructure.
• Identify different types of transport infrastructure assets.
• Understand lifecycle management principles.
• Explain the importance of performance monitoring.
• Recognise relevant South African standards and legislation.

• Overview of transport infrastructure: roads, bridges, railways, ports, airports.
• Performance indicators: availability, reliability, safety, capacity.
• Lifecycle phases: planning, design, construction, operation, maintenance, disposal.
• Regulatory framework: SANRAL, PRASA, COTO, SANS.
• Introduction to asset management systems.
• Data collection methods for performance assessment.
• Case studies of infrastructure performance in South Africa.

Day 2: Performance Measurement and Data Analysis

Objectives:
• Apply methods for measuring infrastructure condition.
• Analyse performance data to identify trends.
• Use deterioration models to predict future performance.
• Interpret visual inspection and non-destructive testing results.
• Calculate performance indices.

Topics:
• Condition assessment techniques: visual, ultrasonic, ground-penetrating radar.
• Pavement condition indices (PCI, IRI).
• Structural health monitoring for bridges.
• Data analysis: statistical methods, trend analysis.
• Deterioration modelling (e.g., Markov chains).
• Benchmarking performance against standards.
• Hands-on exercise: calculating PCI from sample data.

Day 3: Maintenance Strategies and Planning

Objectives:
• Differentiate between reactive, preventive, and predictive maintenance.
• Develop a maintenance plan based on condition data.
• Prioritise maintenance activities using risk-based criteria.
• Estimate resource requirements and costs.
• Understand the role of technology in maintenance planning.

• Maintenance types: corrective, planned preventive, condition-based.
• Risk-based maintenance prioritisation.
• Maintenance management systems (MMS).
• Work breakdown structure and scheduling.
• Cost estimation: direct, indirect, lifecycle cost.
• Use of drones and sensors for inspection.
• Case study: developing a maintenance plan for a road network.

Day 4: Implementation and Quality Assurance

Objectives:
• Execute maintenance activities according to specifications.
• Apply quality control procedures during maintenance.
• Manage health, safety, and environmental risks.
• Document work done and update asset registers.
• Conduct post-maintenance performance verification.

Topics:
• Work methods for typical maintenance tasks (patching, sealing, bridge repairs).
• Quality assurance: sampling, testing, acceptance criteria.
• HSE requirements: risk assessments, permits, PPE.
• Documentation: work orders, as-built records.
• Performance verification: before-and-after condition surveys.
• Non-conformance management.
• Group exercise: simulate a maintenance quality inspection.

Day 5: Performance Optimisation and Future Trends

Objectives:
• Use performance data to optimise maintenance programmes.
• Apply decision-support tools for resource allocation.
• Evaluate emerging technologies for infrastructure management.
• Develop a continuous improvement plan.
• Present a maintenance optimisation proposal.

Topics:
• Optimisation techniques: linear programming, multi-criteria analysis.
• Decision-support systems (DSS).
• Smart infrastructure: IoT, AI, digital twins.
• Climate adaptation and resilience planning.
• Asset management maturity models.
• Stakeholder engagement and reporting.
• Capstone exercise: present an optimised maintenance strategy for a selected infrastructure.

Overview

Practical sessions allow learners to apply theory to real-world scenarios, including condition assessment, data analysis, maintenance planning, and quality inspections. These hands-on activities reinforce learning and develop skills directly applicable to the workplace.

Practical Activities
  • Practical 1: Condition Assessment of a Road Section — Learners conduct a visual condition survey on a designated road section, rating defects and calculating the Pavement Condition Index (PCI). (4h)
  • Practical 2: Performance Data Analysis Using Spreadsheets — Learners analyse provided performance data (e.g., IRI, traffic counts) using Excel to identify trends and predict future deterioration. (4h)
  • Practical 3: Maintenance Planning and Resource Estimation — Using a case study, learners develop a maintenance plan including work breakdown, schedule, and cost estimate for a bridge or road segment. (4h)
  • Practical 4: Quality Inspection of Maintenance Work — Learners simulate a post-maintenance inspection, measuring compliance with specifications and documenting non-conformances. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
