Description

This course equips professionals with the knowledge and skills to effectively advocate for the rights of youth in South Africa. Participants will learn to navigate relevant legislation, promote youth participation, and address barriers to youth empowerment.

Target Audience

This course is designed for social workers, educators, youth workers, NGO staff, and government officials who engage with young people and seek to strengthen their advocacy for youth rights.

Course Outline

Day 1: Foundations of Youth Rights in South Africa

Objectives:
• Understand the historical and legal context of youth rights in South Africa.
• Identify key international and national instruments protecting youth rights.
• Recognize the role of the South African Constitution and the Children's Act.
• Distinguish between different categories of youth rights (civil, political, social, economic).

Topics:
• Overview of youth demographics and challenges in South Africa
• International frameworks: UNCRC, African Charter on the Rights and Welfare of the Child
• South African Constitution: Bill of Rights and youth-specific provisions
• Children's Act 38 of 2005 and its amendments
• Categories of rights: survival, development, protection, participation
• The role of the South African Human Rights Commission and other bodies

Day 2: Advocacy Strategies and Stakeholder Engagement

Objectives:
• Develop effective advocacy strategies for youth rights.
• Identify key stakeholders in youth rights advocacy.
• Learn techniques for engaging with government, NGOs, and communities.
• Understand the principles of participatory advocacy involving youth.

Topics:
• Types of advocacy: case, cause, and community advocacy
• Stakeholder mapping and analysis
• Building coalitions and partnerships
• Lobbying and negotiation skills
• Media and communication strategies for advocacy
• Ethical considerations in youth advocacy
• Case studies of successful youth advocacy campaigns in SA

Day 3: Policy Analysis and Legal Frameworks

Objectives:
• Analyze youth-related policies and legislation.
• Identify gaps and opportunities in current legal frameworks.
• Understand the process of policy development and reform.
• Apply a rights-based approach to policy analysis.

Topics:
• Overview of key youth policies: National Youth Policy, Integrated Youth Development Strategy
• Policy analysis frameworks (e.g., human rights-based approach)
• The legislative process: from bill to act
• Monitoring and evaluation of policy implementation
• Budget analysis for youth programs
• Litigation as an advocacy tool: strategic public interest cases
• The role of Chapter 9 institutions

Day 4: Communication, Campaigning, and Digital Advocacy

Objectives:
• Develop compelling messages and campaigns for youth rights.
• Utilize digital tools and social media effectively.
• Plan and execute advocacy campaigns.
• Evaluate the impact of advocacy efforts.

Topics:
• Message development: framing and targeting
• Traditional vs. digital media strategies
• Social media platforms and youth engagement
• Digital security and privacy for advocates
• Campaign planning: goals, activities, timeline, budget
• Monitoring and evaluation of campaigns
• Crisis communication and handling opposition

Day 5: Practical Integration and Action Planning

Objectives:
• Synthesize learning into a personal advocacy action plan.
• Practice advocacy skills through simulations and role-plays.
• Network with peers and potential partners.
• Commit to ongoing professional development in youth rights advocacy.

Topics:
• Review of key concepts and skills from Days 1-4
• Simulation exercises: lobbying, media interview, community dialogue
• Developing an advocacy action plan template
• Peer feedback and refinement of action plans
• Resources and networks for continued support
• Certification and next steps

Practicals

16 hours of practicals To be conducted online or on-campus or in-house
Overview

Practicals are integrated throughout the course to provide hands-on experience in advocacy techniques. Learners will engage in simulations, role-plays, and campaign planning exercises to apply theoretical knowledge in realistic scenarios.

Practical Activities
  • Stakeholder Mapping and Engagement Role-Play — Learners identify stakeholders for a given youth rights issue and conduct a simulated meeting with government officials and NGOs. (4h)
  • Policy Brief and Advocacy Campaign Planning — Groups analyze a youth policy gap and draft a policy brief, then plan a short advocacy campaign including goals, activities, and messaging. (4h)
  • Digital Advocacy Simulation — Learners create a digital advocacy post or short video on a youth rights topic and respond to simulated online challenges. (4h)
  • Final Advocacy Action Plan Presentation — Each learner presents a personal advocacy action plan addressing a real youth rights issue they will pursue after the course. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
