Description

This course equips learners with the skills to identify and assess specific health and safety risks arising from particular issues, incidents, or changes in the workplace. Participants will learn to conduct issue-based risk assessments and implement appropriate control measures to mitigate identified risks. The course ensures compliance with South African OHS legislation and promotes a proactive safety culture.

Target Audience

This course is designed for health and safety representatives, supervisors, managers, and any employees responsible for conducting risk assessments and implementing corrective actions in their work areas.

Prerequisites

None — open enrollment. However, prior completion of a basic health and safety course is recommended.

Course Outline

Day 1: Foundations of Risk Assessment

Objectives:
• Understand the principles and purpose of risk assessment
• Differentiate between hazard, risk, and residual risk
• Identify legal and regulatory requirements in South Africa
• Recognise the role of risk assessment in decision-making

Topics:
• Introduction to risk management concepts
• Definitions: hazard, risk, likelihood, consequence
• Legal framework: OHS Act, COIDA, relevant SANS standards
• Types of risk assessments: baseline, issue-based, continuous
• The risk assessment process overview
• Roles and responsibilities of stakeholders

Day 2: Identifying Issues and Hazards

Objectives:
• Apply systematic methods to identify hazards
• Classify hazards (physical, chemical, biological, ergonomic, psychosocial)
• Use inspection and observation techniques
• Gather information from incident reports and data

Topics:
• Hazard identification techniques: checklists, brainstorming, task analysis
• Sources of hazard information: workplace inspections, audits, incident data
• Human factors and behaviour in hazard identification
• Documenting identified issues
• Practical exercise: walk-through inspection

Day 3: Risk Analysis and Evaluation

Objectives:
• Use qualitative and quantitative risk analysis methods
• Determine likelihood and consequence ratings
• Calculate risk levels using risk matrices
• Evaluate risk tolerability and prioritise actions

Topics:
• Risk analysis methods: qualitative, semi-quantitative, quantitative
• Developing and using risk matrices
• Determining likelihood and consequence criteria
• Risk evaluation: acceptable vs. unacceptable risk
• Prioritising risks for action
• Case study: risk analysis scenarios

Day 4: Action Planning and Control Measures

Objectives:
• Select appropriate risk control measures using the hierarchy of controls
• Develop SMART action plans
• Assign responsibilities and set timelines
• Understand the concept of residual risk

Topics:
• Hierarchy of controls: elimination, substitution, engineering, administrative, PPE
• Developing control measures for identified risks
• Creating action plans: objectives, resources, timelines, responsibilities
• Residual risk assessment
• Monitoring and review mechanisms
• Documentation: risk register, action plan templates

Day 5: Communication, Consultation, and Monitoring

Objectives:
• Communicate risk assessment findings effectively
• Engage stakeholders in the risk management process
• Implement monitoring and review procedures
• Update risk assessments based on change management

Topics:
• Communication strategies for risk information
• Consultation with employees, contractors, and management
• Monitoring and review: audits, inspections, performance indicators
• Management of change and risk reassessment
• Incident investigation and lessons learned
• Reporting and record keeping

Day 6: Integration and Practical Application

Objectives:
• Integrate risk assessment into daily operations
• Conduct a full issue-based risk assessment independently
• Present findings and action plans to management
• Evaluate the effectiveness of the risk management process

• Conducting a full risk assessment: from hazard identification to action plan

Overview

Practical sessions are integral to this course, allowing learners to apply risk assessment techniques in real or simulated workplace settings. Learners will conduct hazard identification, risk analysis, and develop action plans, reinforcing theoretical knowledge through hands-on experience.

Practical Activities
  • Workplace Hazard Identification Walk — Learners perform a structured walk-through of a simulated or actual workplace to identify hazards and document them using checklists. (4h)
  • Risk Analysis and Matrix Exercise — Using identified hazards, learners determine likelihood and consequence ratings, calculate risk levels, and prioritise risks using a risk matrix. (4h)
  • Developing an Action Plan — Learners select control measures based on the hierarchy of controls and develop a detailed action plan with timelines and responsibilities. (4h)
  • Full Issue-Based Risk Assessment Simulation — In teams, learners conduct a complete issue-based risk assessment from start to finish, including hazard identification, risk analysis, control measures, and presentation of findings. (8h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
