Target Audience

This training is designed for military officers, non-commissioned officers, and defence force personnel responsible for resource management in operational settings. It is also suitable for civilian staff supporting military logistics and administration.

Prerequisites

None — open enrollment. However, learners should be actively serving in or supporting military operations.

Course Outline

Day 1: Introduction to Resource Management in Military Operations

• Familiarise with relevant SAQA unit standards and outcomes.

• Introduction to resource planning cycles.

Day 2: Military Resource Types and Classification

Objectives:
• Differentiate between human, material, financial, and informational resources.
• Classify resources according to military doctrine.
• Understand the principles of resource categorisation.
• Apply classification to real-world scenarios.

Topics:
• Human resources: personnel, skills, leadership.
• Material resources: equipment, ammunition, fuel, rations.
• Financial resources: budgeting, cost control.
• Informational resources: intelligence, data, communication.
• Classification systems: NATO, SANDF, UN standards.

Day 3: Resource Planning and Forecasting

Objectives:
• Develop resource plans based on operational requirements.
• Apply forecasting techniques for resource demand.
• Use historical data and intelligence to predict needs.
• Create a basic resource plan for a military operation.

• Planning frameworks: OPP, LOGPLAN.
• Forecasting methods: trend analysis, scenario planning.
• Demand estimation for personnel, equipment, and supplies.
• Risk assessment in resource planning.
• Practical exercise: develop a resource forecast.

Day 4: Resource Acquisition and Procurement

Objectives:
• Understand procurement processes within the military.
• Identify sources of supply and contracting procedures.
• Evaluate bids and select suppliers.
• Manage procurement timelines and budgets.

• Request for proposals (RFP) and tendering.

Day 5: Inventory Management and Warehousing

• Apply inventory management principles to military stores.
• Implement stock control methods (FIFO, LIFO, JIT).
• Manage warehousing operations efficiently.
• Conduct stocktaking and reconcile discrepancies.

• Inventory classification: ABC analysis.

• Warehousing layout and safety.
• Inventory accuracy and audit procedures.

Day 6: Distribution and Transportation Logistics

Objectives:
• Plan and coordinate transportation of resources.
• Select appropriate modes of transport.
• Manage distribution networks.
• Optimise routes and schedules.

• Transportation modes: land, sea, air, rail.
• Distribution network design.
• Route planning and convoy management.

Day 7: Human Resource Management in Operations

• Allocate personnel based on skills and mission needs.
• Manage personnel records and accountability.
• Understand welfare and morale considerations.
• Apply leadership principles in resource management.

• Manning levels and replacements.
• Casualty evacuation and medical support.
• Leave, rotation, and rest periods.

Day 8: Financial Resource Management and Budgeting

• Prepare and manage a military budget.
• Monitor expenditure and control costs.
• Report financial status to command.
• Ensure fiscal accountability.

• Cost categories: direct, indirect, variable.
• Expenditure tracking and variance analysis.

• Practical exercise: create a unit budget.

Day 9: Information Resource Management and Communication

Objectives:
• Manage information systems for resource tracking.
• Ensure data security and integrity.
• Use communication systems for coordination.
• Apply information management protocols.

• Information systems: LOGIS, SAP, custom tools.
• Data entry, retrieval, and reporting.
• Cybersecurity and information assurance.
• Communication nets and procedures.

Day 10: Resource Management in Combat Operations

Objectives:
• Adapt resource management to combat conditions.
• Prioritise resources under pressure.
• Manage logistics in hostile environments.
• Coordinate with combat units.

• Combat service support (CSS) principles.
• Logistics in offensive, defensive, and stability operations.
• Emergency resupply and medical evacuation.

Day 11: Evaluation and Performance Measurement

Objectives:
• Develop key performance indicators (KPIs) for resource management.
• Conduct audits and inspections.
• Analyse resource utilisation and efficiency.
• Implement corrective actions.

• Performance metrics: fill rates, turnover, cost per unit.
• Audit processes and checklists.

Day 12: Integration, Capstone Exercise, and Assessment

Objectives:
• Integrate all resource management functions into a cohesive plan.
• Execute a simulated military operation.
• Demonstrate competence in resource management.
• Receive feedback and final assessment.

• Capstone exercise: plan and manage resources for a battalion deployment.
• Briefing and debriefing procedures.

Practicals

No practicals for this training.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
