Description

This course equips learners with the practical skills and knowledge required to handle cargo for import and export in a logistics or freight forwarding environment. It covers the end-to-end process of cargo handling, from documentation and customs compliance to physical handling and safety procedures, ensuring efficient and compliant operations.

Target Audience

This course is designed for logistics coordinators, freight forwarders, warehouse supervisors, and import/export clerks who are involved in the physical or administrative handling of cargo for international trade.

Prerequisites

None — open enrollment. However, learners should be employed or have access to a logistics or freight handling environment for practical application.

Course Outline

Day 1: Fundamentals of Import and Export Cargo Handling

Objectives:
• Understand the key principles and terminology of import and export cargo handling.
• Identify the roles and responsibilities of stakeholders in the cargo handling process.
• Recognize the different types of cargo and their specific handling requirements.
• Comprehend the regulatory framework governing import and export operations in South Africa.
• Explain the importance of documentation and compliance in cargo handling.

Topics:
• Overview of the import and export process
• Key terminology: consignment, bill of lading, customs clearance, etc.
• Types of cargo: general, bulk, hazardous, and refrigerated goods
• Stakeholders: freight forwarders, customs brokers, port authorities, transporters
• Regulatory framework: SA Customs Act, International Trade Administration Commission (ITAC), and SARS
• Documentation basics: commercial invoice, packing list, certificate of origin
• Safety and security in cargo handling operations

Day 2: Operational Procedures and Documentation

Objectives:
• Describe the step-by-step procedures for receiving, processing, and dispatching import and export cargo.
• Complete and verify key shipping and customs documents accurately.
• Apply correct cargo handling techniques for different cargo types.
• Identify and mitigate common risks in cargo handling, including damage, theft, and delays.
• Use cargo handling equipment and technology appropriately.

• Import procedures: arrival notification, customs clearance, warehousing, delivery
• Export procedures: booking, packing, documentation, loading, departure
• Document verification: checking for accuracy and completeness
• Cargo handling techniques: stowage, lashing, dunnage, and temperature control
• Risk management: insurance, security protocols, and contingency planning
• Equipment: forklifts, cranes, conveyors, and pallet jacks
• Technology: barcode scanning, tracking systems, and electronic data interchange (EDI)
• Communication with stakeholders: updates, discrepancies, and problem-solving

Day 3: Compliance, Optimization, and Practical Integration

Objectives:
• Apply customs compliance requirements, including tariff classification and valuation.
• Calculate duties and taxes accurately.
• Develop strategies for optimizing cargo handling processes to reduce costs and improve efficiency.
• Demonstrate integrated cargo handling skills through case studies and simulations.
• Prepare for the end-of-course assessment.

• Customs compliance: harmonized system (HS) codes, customs valuation, rules of origin
• Duty calculation: ad valorem, specific duties, VAT, and rebates
• Trade agreements: SADC, AU, and other preferential trade arrangements
• Process optimization: lean principles, automation, and workflow improvements
• Cost reduction strategies: consolidations, route planning, and inventory management
• Case studies: real-world import/export scenarios
• Simulation: end-to-end cargo handling process
• Assessment preparation: review of key concepts and practice questions

Practicals

Overview

The practicals component provides hands-on experience with cargo handling documentation, equipment operation, and process simulation. Learners apply theoretical knowledge to real-world scenarios, reinforcing skills in document verification, cargo stowage, and customs compliance.

Practical Activities
  • Documentation and Compliance Exercise — Learners complete and verify a set of import/export documents, including commercial invoice, packing list, and customs declaration, using sample cargo data. (3h)
  • Cargo Handling and Equipment Operation — Learners practice safe cargo handling techniques, including stowage, lashing, and use of pallet jacks and forklifts under supervision. (4h)
  • Integrated Import/Export Simulation — Learners work in teams to simulate an end-to-end import/export process, from cargo receipt to final dispatch, including customs clearance and documentation. (5h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
