Description

This course equips participants with the skills to facilitate, guide, and advise the process of adopting integrated disaster risk management policies and systems. It focuses on stakeholder engagement, policy analysis, and alignment with South African legislative frameworks such as the Disaster Management Act. Learners will be able to drive a coordinated approach to disaster risk reduction within their organisations.

Target Audience

Designed for disaster risk managers, policy advisors, municipal officials, and senior professionals responsible for developing or implementing disaster risk management policies. Also suitable for consultants and coordinators in government, NGOs, and private sector entities involved in disaster risk reduction.

Prerequisites

None — open enrollment. However, participants should have basic knowledge of disaster risk management concepts.

Course Outline

Day 1: Introduction to Disaster Risk Management and Policy Context

Objectives:
• Understand the key concepts and principles of disaster risk management.
• Identify the legislative and policy frameworks governing DRM in South Africa.
• Recognize the roles and responsibilities of stakeholders in DRM.
• Distinguish between disaster risk reduction, preparedness, response, and recovery.

• Definition and components of disaster risk management.
• Overview of the Disaster Management Act (57 of 2002) and National Disaster Management Framework.
• Key international frameworks: Sendai Framework, Sustainable Development Goals.
• Stakeholder mapping: national, provincial, and local government, NGOs, private sector.
• Disaster risk management cycle: prevention, mitigation, preparedness, response, recovery.

Day 2: Risk Assessment Methodologies

Objectives:
• Describe hazard, vulnerability, and capacity assessment techniques.
• Apply qualitative and quantitative risk assessment methods.
• Interpret risk maps and data for decision-making.
• Identify data sources and tools for risk analysis.

Topics:
• Hazard identification and classification.
• Vulnerability and capacity assessment frameworks.
• Risk analysis: probability, consequence, and risk matrices.
• Participatory risk assessment approaches.
• Use of geographic information systems (GIS) in risk mapping.
• Introduction to risk registers and reporting.

Day 3: Disaster Risk Reduction and Mitigation Planning

• Develop risk reduction strategies and mitigation measures.
• Integrate DRR into development planning.
• Evaluate cost-benefit analysis for mitigation projects.
• Understand early warning systems and their role in DRR.

• Structural and non-structural mitigation measures.
• Land-use planning and environmental management for DRR.
• Climate change adaptation and disaster risk reduction linkages.
• Community-based disaster risk reduction (CBDRR).
• Early warning systems: design, dissemination, and response.

Day 4: Preparedness and Response Planning

• Understand incident command systems and coordination mechanisms.
• Identify resource mobilization and logistics requirements.
• Conduct simulation exercises for response readiness.

Day 5: Disaster Recovery and Reconstruction

• Plan for post-disaster recovery and reconstruction.
• Apply build back better principles.
• Coordinate recovery efforts across sectors.
• Understand funding mechanisms for recovery.

• Damage and needs assessment (DNA) methodologies.
• Recovery planning: short-term, medium-term, and long-term.
• Build back better: integrating resilience into reconstruction.
• Social and economic recovery: livelihoods, housing, infrastructure.
• Financial instruments for recovery: disaster funds, insurance, contingency financing.

Day 6: Policy Development and Legislative Frameworks

Day 10: Financing Disaster Risk Management

• Disaster risk financing instruments: insurance, catastrophe bonds, reserves.
• Budgeting for DRM: capital and recurrent expenditure.
• National Disaster Management Fund and provincial allocations.

Day 11: Integrated Planning and Cross-Sectoral Coordination

• Integrate DRM into development plans (IDPs, SDFs).
• Coordinate across sectors for holistic risk management.
• Facilitate multi-stakeholder workshops and planning sessions.
• Address emerging risks such as climate change and pandemics.

Day 12: Capstone Project and Course Review

• Synthesize course content into a comprehensive DRM policy facilitation plan.
• Present and defend the plan to peers and facilitators.
• Review key learning outcomes and identify areas for further development.
• Prepare for assessment and certification.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
