This course equips procurement and supply chain professionals with the skills to develop, implement, and maintain robust purchasing policies, processes, and service level agreements (SLAs). Participants will learn to align procurement activities with organisational strategy, manage supplier relationships effectively, and ensure compliance with relevant legislation and standards.

Course Outline

Day 1: Foundations of Purchasing Policies and Processes

Objectives:
• Understand the strategic role of purchasing in supply chain management
• Identify key components of a purchasing policy
• Differentiate between policies, processes, and procedures
• Recognise legal and regulatory requirements in South Africa
• Appreciate the impact of ethics and governance in purchasing

Topics:
• Introduction to purchasing and supply chain management
• The purchasing cycle: from need identification to payment
• Elements of a purchasing policy: scope, objectives, authority, ethics
• Legal framework: PPPFA, PFMA, B-BBEE, and other relevant legislation
• Roles and responsibilities: purchasing manager, buyer, end-user
• Ethical considerations: conflict of interest, gifts, and hospitality

Day 2: Designing Purchasing Policies and Standard Operating Procedures

Objectives:
• Develop a comprehensive purchasing policy document
• Create standard operating procedures (SOPs) for key purchasing activities
• Align policies with organisational goals and risk management
• Incorporate stakeholder input and approval processes
• Ensure compliance with internal controls and audit requirements

Topics:
• Steps to design a purchasing policy: research, drafting, review, approval
• Key sections of a policy: purpose, scope, definitions, responsibilities
• Developing SOPs: requisition, approval, ordering, receiving, payment
• Risk management in purchasing: segregation of duties, authorisation limits
• Stakeholder engagement: involving legal, finance, and operations
• Policy implementation: communication, training, and change management

Day 3: Service Level Agreements (SLAs) in Purchasing

Objectives:
• Define the purpose and components of an SLA
• Draft SLAs for common purchasing scenarios
• Negotiate SLA terms with suppliers and internal stakeholders
• Link SLAs to supplier performance management
• Understand the legal enforceability of SLAs

Topics:
• What is an SLA? Key elements: scope, performance metrics, remedies
• Types of SLAs: internal vs external, outcome-based vs activity-based
• Drafting an SLA: service description, KPIs, reporting, escalation
• Negotiation techniques for SLAs: balancing flexibility and rigour
• Monitoring and enforcing SLAs: scorecards, reviews, penalties
• Case studies: SLA examples for procurement of goods vs services

Day 4: Integrating Policies, Processes, and SLAs into Operations

Objectives:
• Map purchasing processes from policy to execution
• Integrate SLAs into supplier onboarding and contract management
• Use technology to automate and enforce policies and SLAs
• Develop a continuous improvement framework
• Prepare for audits and compliance reviews

Topics:
• Process mapping: linking policies, procedures, and SLAs
• Supplier onboarding: including SLA acceptance and policy adherence
• Procurement systems: ERP, e-procurement, contract management tools
• Automation of approvals, PO generation, and invoice matching
• Audit readiness: documentation, trail, and evidence
• Continuous improvement: feedback loops, policy updates, SLA revisions

Day 5: Practical Application and Assessment

Objectives:
• Apply knowledge to real-world purchasing scenarios
• Develop a complete purchasing policy and SLA for a case study
• Present and defend policy and SLA decisions
• Evaluate the effectiveness of policies and SLAs through role-play
• Prepare an action plan for implementing changes in own organisation

Topics:
• Case study: develop a purchasing policy and SLA for a simulated company
• Role-play: negotiating an SLA with a supplier (internal/external)
• Presentation and peer review of policy and SLA drafts
• Assessment of learning through scenario-based questions
• Action planning: steps to implement learning in the workplace

Practicals

Overview

Hands-on practicals are essential for learners to apply theoretical concepts to realistic purchasing scenarios. Through case studies, role-plays, and drafting exercises, learners develop and present purchasing policies and SLAs, reinforcing their ability to implement these in the workplace.

Practical Activities
  • Drafting a Purchasing Policy — Learners work in groups to draft a purchasing policy for a given organisation, including scope, objectives, and ethical guidelines. (4h)
  • Creating Standard Operating Procedures — Learners develop SOPs for key purchasing processes such as requisition, approval, and order placement. (4h)
  • Negotiating and Drafting an SLA — In pairs, learners negotiate SLA terms and draft an SLA for a supplier scenario, including KPIs and remedies. (4h)
  • Integrated Case Study and Presentation — Teams integrate policy, SOPs, and SLA into a cohesive procurement framework for a complex case study and present their solution. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
