This course equips procurement and supply chain professionals with the skills to design, implement, and maintain robust purchasing policies, processes, and service level agreements (SLAs). Participants will learn to align procurement activities with organisational strategy, ensure compliance, and optimise supplier relationships.

A basic understanding of procurement or supply chain operations is recommended but not required.

Course Outline

Day 1: Foundations of Purchasing Policies and Governance

Objectives:
• Understand the role of purchasing policies in organisational governance
• Identify key regulatory and compliance requirements in South Africa
• Differentiate between policies, processes, and procedures
• Recognise the impact of ethical procurement practices

Topics:
• Introduction to purchasing policies and their importance
• Regulatory framework: PPPFA, PFMA, and BBBEE considerations
• Policy vs. process vs. procedure
• Ethical procurement and conflict of interest
• Stakeholder roles in policy development
• Overview of the procurement cycle

Day 2: Designing and Implementing Purchasing Processes

Objectives:
• Map end-to-end purchasing processes
• Define approval hierarchies and segregation of duties
• Develop standard operating procedures (SOPs)
• Integrate risk management into purchasing workflows

Topics:
• Process mapping techniques (flowcharts, swimlanes)
• Approval authority matrices
• Segregation of duties in procurement
• Developing SOPs for requisition, ordering, and receiving
• Risk identification and mitigation in purchasing
• Documentation and record-keeping requirements

Day 3: Service Level Agreements (SLAs) in Procurement

Objectives:
• Understand the purpose and components of SLAs
• Draft clear and measurable SLA terms
• Align SLAs with organisational purchasing policies
• Negotiate SLA terms with suppliers

Topics:
• Anatomy of an SLA: scope, KPIs, and service levels
• Key performance indicators for suppliers
• Legal considerations and remedies for non-performance
• SLA negotiation strategies
• Linking SLAs to purchasing contracts
• Case study: SLA development exercise

Day 4: Monitoring, Evaluation, and Continuous Improvement

Objectives:
• Establish metrics to monitor purchasing performance
• Conduct supplier performance reviews using SLAs
• Identify gaps and implement corrective actions
• Drive continuous improvement in purchasing processes

Topics:
• Procurement metrics and dashboards
• Supplier scorecards and performance reviews
• Root cause analysis for process failures
• Corrective and preventive action plans
• Benchmarking best practices
• Change management for process improvements

Day 5: Integration, Implementation, and Practical Application

Objectives:
• Integrate policies, processes, and SLAs into a cohesive framework
• Develop an implementation roadmap
• Present and defend a procurement policy package
• Apply learning through a comprehensive simulation

• Consolidating policy, process, and SLA documents
• Implementation planning and stakeholder buy-in
• Training and communication strategies
• Simulation: end-to-end procurement scenario
• Final assessment and feedback
• Course wrap-up and action planning

Practicals

16 hours of practicals To be conducted online or on-campus or in-house
Overview

Practical sessions allow learners to apply theoretical knowledge by developing real-world procurement documents, simulating SLA negotiations, and executing a complete procurement cycle. These hands-on activities reinforce policy design, process mapping, and SLA management skills.

Practical Activities
  • Practical 1: Policy and Process Mapping Workshop — Learners draft a purchasing policy section and map a procurement process using flowcharts, incorporating approval hierarchies and segregation of duties. (4h)
  • Practical 2: SLA Drafting and Negotiation Simulation — In groups, learners draft an SLA for a common supply category, then role-play negotiation with a supplier to finalise KPIs and service levels. (4h)
  • Practical 3: Supplier Performance Review Exercise — Learners analyse a supplier scorecard, conduct a mock performance review, and develop a corrective action plan based on SLA breaches. (4h)
  • Practical 4: Integrated Procurement Simulation — Teams manage a complete procurement cycle from requisition to contract award, applying policies, processes, and SLA management in a simulated environment. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).

  • If you scored under 50% you can sit the final test again at the next scheduled session at no extra cost.
