Description

This course equips participants with the strategic planning skills necessary to design and implement effective local economic development programmes. Learners will gain the ability to analyse economic contexts, formulate strategic objectives, and develop actionable plans that align with national and local development frameworks.

Course Outline

Day 1: Foundations of Local Economic Development

Objectives:
• Understand the concept and principles of Local Economic Development (LED).
• Identify the key stakeholders and their roles in LED.
• Recognize the policy and legislative framework for LED in South Africa.
• Explain the relationship between LED and strategic planning.

Topics:
• Definition and scope of Local Economic Development.
• Principles of LED: sustainability, inclusivity, and local ownership.
• Stakeholder mapping: government, private sector, civil society, and communities.
• South African LED policy context: IDP, NDP, and relevant legislation.
• Introduction to strategic planning for LED programmes.

Day 2: Strategic Planning Frameworks and Tools

Objectives:
• Apply strategic planning models to LED contexts.
• Conduct a situational analysis using SWOT and PESTLE.
• Formulate a vision, mission, and strategic goals for LED.
• Identify key performance indicators for LED programmes.

Topics:
• Overview of strategic planning models: logical framework, results-based management.
• Situational analysis tools: SWOT, PESTLE, and stakeholder analysis.
• Vision and mission development for LED.
• Setting SMART objectives and strategic goals.
• Developing key performance indicators (KPIs) and targets.

Day 3: Programme Design and Resource Mobilisation

Objectives:
• Design an LED programme with clear activities and outputs.
• Develop a budget and resource plan for LED initiatives.
• Identify potential funding sources and partnerships.
• Understand monitoring and evaluation frameworks.

Topics:
• Programme design: logical framework approach (LFA).
• Activity scheduling and work breakdown structures.
• Budgeting and financial planning for LED.
• Resource mobilisation: grants, partnerships, and local investments.
• Monitoring and evaluation: indicators, data collection, and reporting.

Day 4: Implementation and Stakeholder Engagement

Objectives:
• Plan for effective implementation of LED programmes.
• Develop stakeholder engagement and communication strategies.
• Address potential risks and challenges in LED implementation.
• Understand the role of local economic agencies and institutions.

Topics:
• Implementation planning: roles, responsibilities, and timelines.
• Stakeholder engagement: communication plans and conflict resolution.
• Risk management: identifying and mitigating risks.
• Institutional arrangements: LED units, agencies, and partnerships.
• Case studies of successful LED implementation.

Day 5: Evaluation, Review, and Sustainability

Objectives:
• Conduct programme evaluations and use findings for improvement.
• Develop strategies for sustaining LED initiatives beyond project cycles.
• Prepare an LED strategic plan presentation.
• Reflect on lessons learned and best practices.

Topics:
• Evaluation methods: formative, summative, and impact assessment.
• Using evaluation results for adaptive management.
• Sustainability strategies: local ownership, capacity building, and mainstreaming.
• Presentation of LED strategic plans by participants.
• Group discussion: challenges and opportunities in LED.

Practicals

16 hours of practicals To be conducted online or on-campus or in-house
Overview

Practical sessions provide hands-on experience in applying strategic planning tools to real or simulated LED scenarios. Learners will conduct stakeholder analysis, develop a logical framework, create a budget, and present a mini LED strategic plan.

Practical Activities
  • Practical 1: Stakeholder Mapping and Analysis — Learners identify and map stakeholders for a given LED case study, analysing their interests and influence. (3h)
  • Practical 2: Situational Analysis Using SWOT/PESTLE — Using a local municipality scenario, learners perform a SWOT and PESTLE analysis to identify strategic issues. (3h)
  • Practical 3: Logical Framework and Budget Development — Learners design a logical framework for an LED programme, including activities, outputs, outcomes, and a budget. (5h)
  • Practical 4: LED Strategic Plan Presentation — In groups, learners compile and present a mini LED strategic plan based on the week's work, receiving peer and facilitator feedback. (5h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
