Day 1: Foundations of Municipal Finance Legislation

Day 2: Budget and Revenue Management

• Understand the process for budget approval, monitoring, and adjustment.
• Apply policy interpretation to budget-related scenarios.

• MFMA requirements for budget formats, timelines, and public participation.
• Revenue management: property rates, service charges, and grants.
• Tariff policies and the Municipal Property Rates Act.

• Adjustments budget: legal requirements and procedures.
• Policy interpretation: resolving ambiguities in budget documentation.
• Practical exercise: Interpreting a municipal tariff policy.

Day 3: Expenditure, Procurement, and Supply Chain Management

Objectives:
• Explain the legislative framework for municipal expenditure and procurement.
• Understand the Supply Chain Management (SCM) policy and its implementation.
• Identify prohibited and unauthorized expenditure.
• Interpret policies on contracts, tenders, and deviations.
• Apply policy interpretation to SCM scenarios.

• MFMA provisions on expenditure management: virements, commitments, and payments.
• Unauthorized, irregular, fruitless, and wasteful expenditure: definitions and consequences.
• Supply Chain Management (SCM) regulations and policy.
• Procurement processes: competitive bidding, quotations, and deviations.
• Contract management and performance monitoring.
• Ethical considerations and conflict of interest.
• Policy interpretation: analyzing SCM policy clauses.
• Group activity: Reviewing a municipal SCM policy for compliance.

Day 4: Financial Reporting, Oversight, and Audit

Objectives:
• Understand the financial reporting requirements for municipalities.
• Describe the role of oversight committees and the auditor-general.
• Interpret policies on annual reports and financial statements.
• Identify common audit findings and corrective actions.
• Apply policy interpretation to reporting and oversight scenarios.

• Annual financial statements: standards (GRAP) and MFMA requirements.
• The annual report: content, timeline, and public participation.
• Oversight structures: audit committees, municipal public accounts committees (MPACs).
• Role of the Auditor-General: audit process and types of opinions.
• Common audit findings and material irregularities.
• Policy interpretation: addressing audit queries.
• Case study: Analyzing a municipal annual report.

Day 5: Integrated Application and Compliance Strategies

Objectives:
• Synthesize all legislative and policy requirements into a coherent framework.
• Develop strategies for ensuring compliance and good governance.
• Interpret complex policy documents in integrated scenarios.
• Apply critical thinking to resolve policy conflicts.
• Prepare a compliance action plan for a municipality.

• Integration of budget, SCM, expenditure, and reporting requirements.
• Policy interpretation: resolving conflicts between different policies.
• Compliance risk assessment and mitigation strategies.
• Case study: A municipality facing multiple compliance challenges.
• Developing a compliance action plan.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
