Course Outline

Day 1: Introduction to Financial Crime and Regulatory Framework

Objectives:
• Define financial crime and its impact on the economy
• Identify key South African regulatory bodies and legislation
• Explain the role of the Financial Intelligence Centre (FIC)
• Understand the concept of money laundering and terrorist financing
• Recognise the importance of compliance in financial institutions

• South African legislative framework: FICA, POCA, POCDATARA
• Role of the Financial Intelligence Centre (FIC)
• Introduction to money laundering: stages and methods
• Terrorist financing: sources and red flags
• Compliance obligations for accountable institutions

• Case study: recent financial crime incidents in South Africa

Day 2: Customer Due Diligence and Know Your Customer (KYC)

Objectives:
• Differentiate between customer due diligence (CDD) and enhanced due diligence (EDD)
• Apply KYC principles to identify and verify customers
• Identify beneficial owners and politically exposed persons (PEPs)
• Understand ongoing monitoring and record-keeping requirements
• Recognise the role of risk-based approach in CDD

Day 3: Transaction Monitoring and Suspicious Activity Reporting

• Explain the purpose of transaction monitoring in crime prevention
• Identify unusual or suspicious transaction patterns
• Understand the reporting process for suspicious transactions
• Apply red flags to detect potential money laundering
• Distinguish between STR, TTR, and cash threshold reporting

• Transaction monitoring: manual and automated systems
• Red flags: common indicators of suspicious activity
• Structuring and smurfing techniques
• Suspicious Transaction Reports (STRs): when and how to file
• Threshold reporting: cash transactions above prescribed limits
• Terrorist property reporting (TPR)
• Confidentiality and tipping-off provisions
• Case study: analysing a suspicious transaction scenario

Day 4: Internal Controls and Risk Management

Objectives:
• Design internal controls to mitigate financial crime risk
• Develop a compliance monitoring programme
• Conduct a financial crime risk assessment
• Understand the role of the compliance officer and MLRO
• Implement staff training and awareness programmes

• Internal controls: policies, procedures, and systems
• Risk assessment methodology: inherent and residual risk
• Compliance monitoring: testing and auditing controls
• Role of the Money Laundering Reporting Officer (MLRO)
• Staff training: mandatory and ongoing education
• Whistleblowing and reporting channels

Day 5: Advanced Topics, Emerging Threats, and Practical Integration

Objectives:
• Analyse emerging financial crime trends: cybercrime, crypto assets
• Evaluate cross-border cooperation and information sharing
• Apply all course concepts in a simulated compliance scenario
• Assess the effectiveness of a financial crime prevention programme
• Prepare for the unit standard assessment

• Cross-border investigations and mutual legal assistance

Overview

Practical sessions reinforce theoretical knowledge through simulated scenarios, case studies, and hands-on exercises in customer due diligence, transaction monitoring, and suspicious activity reporting. Learners apply regulatory requirements to realistic situations, building competence in identifying red flags, completing reports, and implementing controls.

Practical Activities
  • Customer Due Diligence Simulation — Learners work in groups to complete CDD forms for various customer types, including individuals, companies, and trusts, identifying beneficial owners and PEPs. (4h)
  • Transaction Monitoring and Red Flag Identification — Using sample transaction data, learners identify suspicious patterns, apply red flags, and decide whether to file a STR. (4h)
  • Suspicious Activity Report Drafting — Learners draft a complete STR based on a case scenario, including narrative and supporting evidence, while maintaining confidentiality. (4h)
  • Risk Assessment and Control Design Exercise — Teams conduct a risk assessment for a hypothetical institution and design internal controls to mitigate identified risks. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
