Course Outline

Day 1: Introduction to Petroleum Products and Supply Chain

Objectives:
• Understand the types and properties of petroleum products
• Describe the petroleum supply chain from refinery to end-user
• Identify key stakeholders in the distribution network
• Explain safety and environmental considerations in handling petroleum products

Topics:
• Overview of petroleum products: petrol, diesel, jet fuel, LPG, lubricants
• Properties and specifications of petroleum products
• The petroleum supply chain: refinery, storage, transport, retail
• Key stakeholders: suppliers, transporters, storage operators, retailers
• Safety hazards: flammability, toxicity, environmental spills
• Regulatory framework: SANS standards, OHS Act, environmental regulations

Day 2: Storage and Handling of Petroleum Products

Objectives:
• Describe different storage facilities and their design features
• Explain safe handling procedures for petroleum products
• Identify storage equipment and maintenance requirements
• Understand inventory management and stock control principles

Topics:
• Types of storage: above-ground tanks, underground tanks, bulk storage
• Tank design, fittings, and safety features: vents, gauges, fire suppression
• Handling procedures: loading, unloading, transfer operations
• Personal protective equipment (PPE) and safety protocols
• Inventory management: stock reconciliation, loss control
• Maintenance of storage facilities: inspections, cleaning, repairs

Day 3: Transportation of Petroleum Products

Objectives:
• Describe modes of transport for petroleum products
• Understand transport regulations and compliance requirements
• Explain loading and unloading procedures for road tankers
• Identify risks and safety measures during transportation

Topics:
• Modes of transport: road tankers, rail tank cars, pipelines, marine vessels
• Regulatory requirements: dangerous goods classification, permits, driver training
• Road tanker design: compartments, valves, emergency shut-off
• Loading and unloading procedures: bonding, grounding, safe fill levels
• Transport risks: spills, fires, accidents; emergency response plans
• Documentation: delivery notes, safety data sheets, trip reports

Day 4: Retail and End-User Distribution

Objectives:
• Describe retail fuel station operations and equipment
• Explain dispensing and metering systems
• Understand quality control and product integrity at point of sale
• Identify customer service and compliance requirements

Topics:
• Fuel station layout: forecourt, storage, canopy, safety zones
• Dispensing equipment: pumps, nozzles, meters, vapor recovery
• Meter calibration and accuracy checks
• Quality control: fuel sampling, testing, contamination prevention
• Customer service: handling transactions, cash management, complaints
• Compliance: Weights and Measures Act, environmental regulations, signage

Day 5: Safety, Emergency Response, and Best Practices

Objectives:
• Develop a safety culture in petroleum distribution
• Understand emergency response procedures for spills and fires
• Apply best practices for environmental protection
• Integrate all aspects of distribution into a coherent operational plan

Topics:
• Safety management systems: risk assessment, hazard identification
• Emergency response plans: spill containment, fire fighting, evacuation
• Environmental protection: spill prevention, waste management, remediation
• Best practices: housekeeping, inspection schedules, training
• Case studies: incidents and lessons learned
• Integration: from refinery to customer, ensuring product quality and safety

Practicals

16 hours of practicals To be conducted online or on-campus or in-house
Overview

Practical sessions reinforce theoretical knowledge through hands-on activities in a simulated depot environment. Learners will practice safe handling, loading/unloading, dispensing, and emergency response procedures under supervision.

Practical Activities
  • Practical 1: Storage Tank Inspection and Safety Checks — Learners conduct visual inspection of above-ground storage tanks, identify fittings, and perform safety checks including vent operation and gauge calibration. (4h)
  • Practical 2: Road Tanker Loading and Unloading — Learners simulate loading and unloading of a road tanker, including bonding, grounding, and proper valve sequencing, using a training rig. (4h)
  • Practical 3: Fuel Dispensing and Meter Calibration — Learners operate a fuel dispenser, perform meter calibration using a test measure, and conduct a quality check on fuel samples. (4h)
  • Practical 4: Spill Response and Fire Drill — Learners participate in a simulated spill containment and fire drill, using spill kits and fire extinguishers in a controlled environment. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
