Description

This course equips learners with the essential knowledge and skills to identify, assess, and control workplace health, safety, and environmental hazards. Participants will learn to implement HSE management systems, conduct risk assessments, and promote a culture of safety in line with South African legislation and international best practices.

Course Outline

Day 1: Introduction to HSE Principles

Objectives:
• Understand the importance of HSE in the workplace
• Identify key HSE legislation and regulatory bodies in South Africa
• Explain the roles and responsibilities of employers and employees
• Recognize common workplace hazards and risks

Topics:
• Overview of HSE and its business case
• South African HSE legislation: OHS Act, MHSA, NEMA
• Rights and duties of employers and employees
• Hazard identification and risk assessment basics
• HSE management systems and continuous improvement

Day 2: Risk Assessment and Hazard Control

Objectives:
• Conduct a basic risk assessment using a structured methodology
• Apply the hierarchy of controls to mitigate hazards
• Identify common physical, chemical, biological, and ergonomic hazards
• Understand the role of personal protective equipment (PPE)

Topics:
• Risk assessment process: hazard identification, risk analysis, risk evaluation
• Hierarchy of controls: elimination, substitution, engineering, administrative, PPE
• Physical hazards: noise, vibration, temperature extremes
• Chemical hazards: routes of entry, safety data sheets (SDS)
• Biological and ergonomic hazards
• Selection and use of PPE

Day 3: Environmental Management and Incident Response

Objectives:
• Understand environmental management principles and waste handling
• Develop emergency response plans for common scenarios
• Perform basic incident investigation and reporting
• Recognize the importance of environmental compliance

Topics:
• Environmental management: waste minimization, spill response, pollution prevention
• Emergency preparedness: fire, chemical spill, first aid
• Incident investigation: root cause analysis, reporting and corrective actions
• Environmental legislation: NEMA, waste management acts
• Site inspections and environmental audits

Day 4: Occupational Health and Safety Systems

Objectives:
• Explain the elements of an OHS management system (e.g., ISO 45001)
• Conduct safety inspections and audits
• Understand health surveillance and wellness programs
• Apply permit-to-work systems and safe work procedures

Topics:
• OHS management system frameworks: Plan-Do-Check-Act
• Safety inspections, audits, and continuous improvement
• Health surveillance: noise, dust, chemical exposure monitoring
• Workplace wellness: fatigue management, stress, substance abuse
• Permit-to-work systems: confined space, hot work, working at height
• Safe work procedures and job safety analysis

Day 5: Integration, Culture, and Continuous Improvement

Objectives:
• Develop a positive HSE culture through leadership and communication
• Apply HSE performance monitoring and review techniques
• Integrate HSE into daily operations and project planning
• Prepare for assessments and certification

Topics:
• HSE culture: leadership commitment, worker participation, behavior-based safety
• HSE performance indicators: leading vs. lagging, benchmarking
• Management review and continuous improvement
• Integrating HSE into risk management and operational planning
• Preparing for unit standard assessment
• Course review and final assessment

Practicals

16 hours of practicals To be conducted online or on-campus or in-house
Overview

Learners apply theoretical knowledge through hands-on exercises in risk assessment, PPE inspection, emergency response drills, and environmental sampling. These practicals reinforce hazard identification, control measures, and incident response skills essential for workplace HSE compliance.

Practical Activities
  • Risk Assessment and Hazard Identification — Learners conduct a walk-through risk assessment of a simulated workplace, identify hazards, and complete a risk assessment matrix. (4h)
  • PPE Inspection and Donning/Doffing — Learners inspect various PPE items (hard hats, safety glasses, gloves, harnesses) for defects and practice correct donning, doffing, and maintenance. (3h)
  • Emergency Response Drill: Fire and Spill — Learners participate in a simulated fire drill using extinguishers and a chemical spill response scenario, including containment and cleanup. (4h)
  • Environmental Sampling and Waste Management — Learners collect air quality samples using personal sampling pumps and perform waste segregation and labeling according to regulations. (3h)
  • Permit-to-Work and Safe Work Procedure Simulation — Learners complete a permit-to-work for a confined space entry and a hot work task, including risk controls and authorization. (2h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
