Course Outline

Day 1: Introduction to OHS and Environmental Legislation

Objectives:
• Understand the scope and importance of OHS and environmental legislation in South Africa.
• Identify key national and international frameworks governing OHS and environmental management.
• Explain the roles and responsibilities of employers, employees, and regulators.
• Recognize the consequences of non-compliance.

• Overview of OHS and environmental legislation.
• The Constitution of South Africa and its relevance to OHS.
• The Occupational Health and Safety Act (OHSA) and the Environmental Management Act.
• Key international standards (ISO 45001, ISO 14001).
• Roles and responsibilities of stakeholders.
• Penalties and legal implications of non-compliance.

Day 2: The Occupational Health and Safety Act (OHSA)

Objectives:
• Comprehend the key provisions of the OHSA.
• Identify employer and employee duties under the Act.
• Explain the purpose and content of safety policies and procedures.
• Understand the role of health and safety representatives and committees.

Topics:
• Detailed review of OHSA sections.
• Employer duties: risk assessments, safe work systems, training.
• Employee duties: cooperation, reporting hazards.
• Health and safety representatives: appointment, functions, powers.
• Health and safety committees: establishment, meetings, functions.
• Incident reporting and investigation requirements.

Day 3: Environmental Legislation and Management

Objectives:
• Understand key environmental laws in South Africa.
• Identify environmental management principles and practices.
• Explain the concept of environmental impact assessments (EIAs).
• Recognize waste management and pollution control requirements.

• National Environmental Management Act (NEMA).
• Environmental Impact Assessment (EIA) regulations.
• Waste Act and pollution prevention.
• Water and air quality legislation.
• Biodiversity and conservation laws.
• Environmental management plans (EMPs).

Day 4: Risk Assessment and Hazard Identification

Objectives:
• Conduct a basic risk assessment using recognised methods.
• Identify physical, chemical, biological, and ergonomic hazards.
• Evaluate risks and determine control measures.
• Document risk assessments and review processes.

• Principles of risk assessment.
• Hazard identification techniques (checklists, JSA, HAZOP).
• Risk evaluation: likelihood and severity.

• Developing a risk assessment report.
• Review and update of risk assessments.

Day 5: Safety Management Systems and Compliance Auditing

Objectives:
• Understand the components of an OHS management system.
• Explain the audit process and types of audits.
• Prepare for internal and external audits.
• Identify non-conformances and corrective actions.

• OHS management system models (ISO 45001, OHSAS 18001).
• Policy, planning, implementation, checking, and review.
• Internal vs external audits.
• Audit planning, checklists, and evidence gathering.
• Reporting audit findings.
• Corrective and preventive actions.

Day 6: Incident Investigation and Emergency Preparedness

Objectives:
• Understand the incident investigation process.
• Apply root cause analysis techniques.
• Develop emergency response plans.
• Conduct emergency drills and evaluations.

• Incident classification and reporting.
• Investigation procedures: scene preservation, interviews, evidence.
• Root cause analysis (5 Whys, fishbone diagram).
• Emergency planning: risk assessment, resources, communication.
• Types of emergencies (fire, chemical spill, medical).
• Drill planning, execution, and debriefing.

Day 7: Worker Participation and Training Requirements

• Understand legal requirements for worker participation.
• Develop OHS training programs.

• Promote a positive safety culture.

Day 8: Integrating OHS and Environmental Management

Objectives:
• Align OHS and environmental management systems.
• Understand sustainability and corporate social responsibility.
• Manage contractors and supply chain compliance.
• Implement integrated management systems (IMS).

• Benefits of integrated management systems.
• ISO 45001 and ISO 14001 integration.
• Contractor management: selection, induction, monitoring.
• Supply chain environmental and safety requirements.
• Sustainability reporting and CSR.
• Case studies of integrated approaches.

Day 9: Compliance Monitoring, Review, and Continuous Improvement

Objectives:
• Monitor compliance through inspections and performance indicators.
• Conduct management reviews.
• Implement continuous improvement processes.
• Prepare for regulatory inspections.

• Compliance monitoring tools (checklists, inspections, audits).
• Leading and lagging indicators.

Overview

The practicals provide hands-on experience in risk assessment, incident investigation, emergency response drills, and compliance auditing. Learners apply theoretical knowledge to realistic scenarios, developing skills essential for OHS and environmental compliance practitioners.

Practical Activities
  • Risk Assessment Practical — Learners conduct a workplace risk assessment using checklists and JSA, identify hazards, evaluate risks, and propose control measures. (8h)
  • Incident Investigation Practical — Learners investigate a simulated workplace incident, gather evidence, interview witnesses, and perform root cause analysis. (6h)
  • Emergency Response Drill Practical — Learners plan and execute an emergency drill (e.g., fire or chemical spill), evaluate response effectiveness, and debrief. (4h)
  • Compliance Audit Practical — Learners conduct a mock compliance audit using checklists, identify non-conformances, and prepare an audit report. (6h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
