Day 1: Introduction to Cargo and Stores Transfer and Security

Objectives:
• Understand the scope and importance of cargo and stores transfer and security procedures.
• Identify key legislation and regulatory frameworks governing cargo operations.
• Recognise different types of cargo and their handling requirements.
• Define roles and responsibilities of personnel involved in transfer and security.

• Overview of cargo and stores management in the maritime and logistics industry.
• Relevant legislation: ISPS Code, SOLAS, and South African regulations.
• Classification of cargo: general, bulk, hazardous, and special cargo.
• Basic security principles: access control, restricted areas, and identification.
• Organisational structure and chain of command.
• Documentation: cargo manifests, waybills, and security declarations.

Day 2: Cargo Transfer Procedures and Equipment

Objectives:
• Describe safe cargo transfer procedures for different cargo types.
• Identify equipment used in cargo handling and transfer operations.
• Apply proper loading and unloading sequences.
• Understand stowage and segregation requirements.

Topics:
• Pre-transfer planning: risk assessment and communication protocols.
• Cargo handling equipment: cranes, conveyors, forklifts, and lifting gear.
• Loading and unloading procedures for containerised, break-bulk, and liquid cargo.
• Stowage principles: weight distribution, securing, and lashing.
• Segregation of hazardous cargo: IMDG Code requirements.
• Cargo documentation: tally sheets, cargo manifests, and receipt procedures.

Day 3: Security Threats and Risk Management

Objectives:
• Identify potential security threats to cargo and stores.
• Apply security risk assessment methodologies.
• Implement security measures to prevent theft, tampering, and sabotage.
• Respond appropriately to security incidents.

• Types of security threats: theft, smuggling, terrorism, and cyber threats.
• Security risk assessment: identifying vulnerabilities and critical points.
• Physical security measures: fencing, lighting, CCTV, and access controls.
• Personnel security: vetting, training, and awareness.
• Incident response: reporting procedures and emergency protocols.
• Security drills and exercises.

Day 4: Advanced Security Procedures and Technology

• Evaluate advanced security technologies used in cargo operations.
• Understand the role of surveillance and monitoring systems.
• Apply chain of custody principles to secure cargo transfers.
• Integrate security procedures with cargo handling workflows.

• Electronic seals, GPS tracking, and RFID technology.
• Surveillance systems: CCTV, drones, and sensors.
• Chain of custody: documentation, handover procedures, and audit trails.
• Security during transit: convoy procedures and escort requirements.
• Cybersecurity considerations for cargo management systems.
• Best practices for secure storage and warehousing.

Day 5: Integration, Compliance, and Practical Application

Objectives:
• Synthesise knowledge to develop a comprehensive security plan for cargo transfer.
• Demonstrate compliance with relevant regulations and standards.
• Conduct a simulated security audit.
• Prepare for certification assessment.

• Developing a cargo security plan: template and key elements.
• Regulatory compliance review: ISPS Code, SAQA unit standard requirements.
• Security audit procedures: checklists, interviews, and reporting.

Practicals

Overview

Hands-on practicals are essential to apply theoretical knowledge to real-world scenarios. Learners will simulate cargo transfer operations, conduct security inspections, and practice incident response drills to demonstrate competence.

Practical Activities
  • Cargo Transfer Simulation — Learners participate in a simulated cargo transfer operation, including pre-transfer planning, equipment setup, loading, and securing cargo. (6h)
  • Security Inspection and Access Control — Learners conduct a security inspection of a cargo area, including checking identification, searching vehicles, and monitoring CCTV. (4h)
  • Incident Response Drill — Learners respond to a simulated security incident (e.g., theft attempt or suspicious package) following established protocols. (4h)
  • Security Audit Exercise — Learners conduct a mock security audit of a cargo transfer operation using a checklist and provide recommendations. (2h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
