Description

This course equips learners with the competencies to accurately frame and submit customs declarations and carrier release documentation in compliance with South African customs regulations and international trade protocols. Learners will understand the legal and procedural requirements for customs clearance, enabling efficient movement of goods across borders.

Target Audience

This course is designed for customs clearing agents, freight forwarders, logistics coordinators, import/export administrators, and trade compliance officers who are responsible for preparing and submitting customs documentation.

Course Outline

Day 1: Introduction to Customs Declarations and Legal Framework

Objectives:
• Understand the purpose and legal basis of customs declarations in South Africa.
• Identify key legislation governing customs and excise.
• Recognise the roles of SARS and other relevant authorities.
• Define key terminology used in customs declarations.

Topics:
• Overview of customs declaration process.
• Legal framework: Customs and Excise Act, 1964.
• Role of South African Revenue Service (SARS).
• Key terms: importer, exporter, tariff, duty, VAT.
• Types of declarations: import, export, transit.
• Consequences of non-compliance.
• Introduction to the Single Administrative Document (SAD).

Day 2: Completing Customs Declarations – Import and Export

Objectives:
• Complete a basic import declaration (SAD500).
• Complete a basic export declaration (SAD500).
• Identify required supporting documents.
• Understand tariff classification and valuation principles.

Topics:
• Step-by-step completion of SAD500 for imports.
• Step-by-step completion of SAD500 for exports.
• Supporting documents: invoice, packing list, bill of lading.
• Introduction to tariff classification using HS codes.
• Customs valuation methods: transaction value, adjustments.
• Common errors and how to avoid them.
• Use of customs software (e.g., e@syFile, EDI).

Day 3: Carrier Release Documentation and Procedures

Objectives:
• Understand the purpose and types of carrier release documents.
• Complete a carrier release request.
• Identify the roles of carriers, freight forwarders, and customs brokers.
• Recognise the importance of accurate documentation for cargo release.

Topics:
• Overview of carrier release process.
• Types of release: pre-release, direct delivery, bonded warehouse.
• Documents: delivery order, cargo release form, manifest.
• Interaction between customs and carriers.
• Electronic data interchange (EDI) for release.
• Timeline and checkpoints for cargo release.
• Common issues and resolution strategies.

Day 4: Compliance, Audits, and Risk Management

Objectives:
• Understand customs compliance requirements.
• Prepare for a customs audit.
• Identify risk indicators in declarations.
• Apply penalties and mitigation strategies.

Topics:
• Compliance framework: Authorised Economic Operator (AEO).
• Record-keeping requirements.
• Customs audit process and documentation.
• Risk management: red flags, random checks.
• Penalties for non-compliance: fines, seizures, blacklisting.
• Mitigation strategies: internal controls, training.
• Case studies of non-compliance.

Day 5: Practical Integration and Assessment

Objectives:
• Integrate knowledge into real-world scenarios.
• Complete a full declaration and release process.
• Troubleshoot common documentation errors.
• Demonstrate competency in customs procedures.

Topics:
• Walk-through of a complete import/export transaction.
• Group exercise: process a shipment from declaration to release.
• Error analysis and correction.
• Review of key learning points.
• Final assessment (written and practical).
• Q&A and course wrap-up.

Overview

Hands-on practical sessions allow learners to apply theoretical knowledge by completing customs declarations using simulated software, processing carrier release documentation, and troubleshooting real-world scenarios under supervision. These exercises build confidence and competence in day-to-day customs operations.

Practical Activities
  • Practical 1: Completing a SAD500 Import Declaration — Learners use customs software to complete an import declaration from provided commercial documents. (4h)
  • Practical 2: Carrier Release Documentation — Learners prepare and submit a carrier release request using simulated cargo manifest and delivery order. (4h)
  • Practical 3: Integrated Scenario – Import to Release — Teams process a full import transaction from declaration submission through to cargo release, handling common issues. (4h)
  • Practical 4: Audit Preparation and Error Correction — Learners review a set of declarations for errors, correct them, and prepare an audit-ready file. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
