This course equips public sector professionals with the skills to design and implement rigorous impact evaluations. Course Outline

Day 1: Foundations of Impact Evaluation

Objectives:
• Understand the purpose and principles of impact evaluation in the public sector
• Differentiate between monitoring, evaluation, and impact evaluation
• Identify key stakeholders and their roles in the evaluation process
• Recognize ethical considerations and data quality standards
• Describe the logical framework approach to programme design

• Introduction to impact evaluation: definitions and concepts
• The role of impact evaluation in public policy and programme improvement
• Key principles: validity, reliability, and attribution
• Ethical issues: informed consent, confidentiality, and bias
• Stakeholder analysis and engagement strategies
• Introduction to the logical framework (logframe)
• Theory of change: building causal pathways
• Data quality assurance frameworks

Day 2: Evaluation Design and Methods

Objectives:
• Select appropriate evaluation designs based on programme context
• Compare experimental, quasi-experimental, and non-experimental designs
• Understand the importance of counterfactuals and comparison groups
• Develop evaluation questions and indicators
• Apply sampling techniques for impact evaluation

• Evaluation design typologies: experimental (RCTs), quasi-experimental (DID, matching), and non-experimental
• Constructing counterfactuals: control groups, baseline data, and before-after comparisons
• Internal and external validity threats
• Developing evaluation questions: SMART criteria
• Indicator selection: output, outcome, and impact indicators
• Sampling methods: probability and non-probability sampling
• Sample size determination for impact evaluation
• Introduction to mixed methods approaches

Day 3: Data Collection and Analysis for Impact Evaluation

• Design data collection instruments for impact evaluation

• Use basic statistical methods to analyse impact data
• Interpret findings and draw causal inferences
• Manage and clean evaluation data effectively

• Data management: cleaning, coding, and storage

Day 4: Advanced Techniques and Practical Application

Objectives:
• Apply regression analysis and propensity score matching
• Conduct cost-effectiveness and cost-benefit analysis
• Use evaluation software for data analysis
• Interpret complex evaluation results for decision-making
• Develop recommendations based on evidence

• Regression analysis: OLS, logistic regression, and interpretation
• Propensity score matching: steps and assumptions
• Cost-effectiveness analysis (CEA) and cost-benefit analysis (CBA)
• Introduction to evaluation software: STATA, R, or SPSS basics
• Sensitivity analysis and robustness checks
• Communicating findings: reports, dashboards, and presentations

• Case study: South African public sector programme evaluation

Day 5: Integration, Reporting, and Utilization

Objectives:
• Synthesize evaluation findings into actionable reports
• Understand the role of evaluation in policy feedback and programme improvement
• Develop a dissemination plan for evaluation results
• Address challenges in institutionalizing impact evaluation
• Prepare an evaluation plan for a real-world programme

• Structuring an impact evaluation report: executive summary, methodology, findings, and recommendations
• Utilization-focused evaluation: engaging stakeholders for use
• Dissemination strategies: policy briefs, presentations, and workshops
• Institutionalizing evaluation: building M&E systems in government

Practicals

16 hours of practicals To be conducted online or on-campus or in-house
Overview

Hands-on practicals reinforce theoretical concepts through real-world exercises. Learners apply evaluation design, data collection, analysis, and reporting skills using simulated public sector data and case studies.

Practical Activities
  • Practical 1: Designing an Evaluation Framework — Learners work in groups to develop a theory of change and logical framework for a given public programme. (4h)
  • Practical 2: Data Collection Instrument Design — Learners design a survey questionnaire and an interview guide for an impact evaluation scenario. (4h)
  • Practical 3: Quantitative Data Analysis — Using a provided dataset, learners perform descriptive statistics and a difference-in-differences analysis in Excel or STATA. (4h)
  • Practical 4: Evaluation Report and Presentation — Learners synthesize findings from the practicals into a concise evaluation report and present recommendations. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
