Description

This course equips learners with the competencies required to deploy community development workers effectively within South African communities. It covers the principles of community development, stakeholder engagement, and project implementation to ensure sustainable impact. Learners will gain practical skills to coordinate and support community development initiatives.

Target Audience

This course is designed for community development practitioners, field workers, and supervisors who are responsible for deploying and managing community development workers in various settings, including NGOs, government departments, and community-based organisations.

Prerequisites

None — open enrollment. However, learners should have basic literacy and numeracy skills.

Course Outline

Day 1: Foundations of Community Development Work

Objectives:
• Understand the role and scope of community development workers in South Africa.
• Identify key principles and values underpinning community development.
• Explain the legislative and policy framework for community development in SA.
• Describe the ethical responsibilities of a community development worker.

Topics:
• Introduction to community development: definitions and concepts
• Historical context of community development in South Africa
• The role of CDWs in government and civil society
• Key values: participation, empowerment, social justice
• Legislative framework: White Paper on Transforming Public Service Delivery (Batho Pele)
• Ethical guidelines for CDWs
• Overview of Unit Standard 119766 outcomes
• Self-assessment and goal setting for the course

Day 2: Community Profiling and Needs Assessment

Objectives:
• Conduct a basic community profile using participatory methods.
• Identify community needs, assets, and resources.
• Apply data collection techniques appropriate for community settings.
• Analyse findings to prioritise community issues.

Topics:
• Community mapping: demographic, economic, social indicators
• Participatory Rural Appraisal (PRA) tools: transect walks, focus groups
• Asset-Based Community Development (ABCD) approach
• Needs assessment vs. asset mapping
• Data collection methods: surveys, interviews, observation
• Recording and organising community data
• Prioritisation techniques: ranking, matrix scoring
• Practical exercise: conduct a mini community profile

Day 3: Planning and Implementing Community Development Projects

Objectives:
• Develop a community development project plan based on identified needs.
• Set SMART objectives and outline activities.
• Identify stakeholders and plan for participation.
• Understand budgeting and resource mobilisation basics.

Topics:
• Project cycle management: planning, implementation, monitoring, evaluation
• Writing SMART objectives for community projects
• Logical framework approach (LogFrame)
• Stakeholder analysis and engagement strategies
• Resource identification: human, material, financial
• Basic budgeting for community projects
• Risk assessment and mitigation planning
• Group work: draft a project plan for a community issue

Day 4: Monitoring, Evaluation, and Reporting

Objectives:
• Design simple monitoring and evaluation (M&E) tools for community projects.
• Collect and analyse data to track project progress.
• Prepare basic progress reports for stakeholders.
• Use feedback to improve project implementation.

Topics:
• Difference between monitoring and evaluation
• Key M&E indicators for community development
• Data collection for M&E: checklists, logs, feedback forms
• Analysing M&E data: basic quantitative and qualitative techniques
• Report writing: structure, language, audience
• Giving and receiving feedback in community settings
• Using M&E results for adaptive management
• Practical exercise: develop an M&E plan for a project

Day 5: Integration, Sustainability, and Professional Practice

Objectives:
• Integrate learning into a comprehensive community development approach.
• Plan for sustainability of community initiatives.
• Demonstrate professional conduct and conflict resolution skills.
• Present a community development project proposal for assessment.

• Sustainability strategies: community ownership, partnerships
• Exit strategies for CDWs
• Conflict resolution and mediation in communities
• Networking and building coalitions
• Professional development and self-care for CDWs
• Portfolio of evidence requirements for Unit Standard 119766
• Final assessment: presentation of a community project proposal
• Course evaluation and way forward

Practicals

No practicals for this training.

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

All marks are recorded on the AATICD LMS and visible to each learner under their account.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
