Description

This course equips learners with the skills to identify when a person with a disability requires referral to specialised services, and to facilitate the referral process effectively. It covers the legal and ethical frameworks governing disability referrals in South Africa, ensuring compliance with relevant legislation. Learners will be able to coordinate with service providers and support the individual throughout the referral journey.

Course Outline

Day 1: Introduction to Disability Referral

Objectives:
• Understand the concept of disability referral to specialised services
• Identify key legislation and policies governing disability referral in South Africa
• Recognise the roles and responsibilities of referral stakeholders
• Differentiate between levels of healthcare and types of specialised services

Topics:
• Definition and scope of disability referral
• Overview of the South African healthcare system and referral pathways
• Relevant legislation: SA Constitution, Disability Rights Charter, National Health Act
• Ethical considerations and confidentiality in referral
• Introduction to the referral process: screening, assessment, and referral criteria

Day 2: Assessment and Identification of Needs

Objectives:
• Conduct basic screening and assessment for disability-related needs
• Identify when a referral to specialised services is appropriate
• Use standardised tools and protocols for needs assessment
• Document assessment findings accurately

Topics:
• Types of disabilities and their impact on functioning
• Screening tools for disability (e.g., WHODAS 2.0, Washington Group questions)
• Assessing functional limitations and support needs
• Referral criteria for different specialised services (medical, therapeutic, social)
• Documentation and record-keeping best practices

Day 3: The Referral Process and Communication

Objectives:
• Execute a structured referral process from initiation to follow-up
• Communicate effectively with clients, families, and service providers
• Complete referral forms and documentation correctly
• Address barriers to successful referral completion

Topics:
• Step-by-step referral workflow: referral letter, appointment scheduling, information sharing
• Communication skills: active listening, empathy, and cultural sensitivity
• Referral forms: key components and common errors
• Overcoming barriers: transport, cost, stigma, and accessibility
• Role of advocacy in facilitating referrals

Day 4: Specialised Services and Resource Mapping

Objectives:
• Map local specialised services and resources for disability support
• Evaluate the quality and appropriateness of service providers
• Build and maintain a referral network
• Understand multidisciplinary team collaboration

Topics:
• Categories of specialised services: rehabilitation, assistive devices, mental health, social services
• Resource mapping techniques: community asset mapping, service directories
• Criteria for selecting appropriate service providers
• Multidisciplinary teamwork: roles of occupational therapists, physiotherapists, social workers, etc.
• Monitoring and evaluation of referral outcomes

Day 5: Integration, Ethics, and Practical Application

Objectives:
• Synthesise knowledge into a comprehensive referral plan
• Apply ethical decision-making in complex referral scenarios
• Demonstrate competency through case-based simulations
• Develop a personal action plan for continuous improvement

Topics:
• Case studies: complex referrals involving multiple disabilities and services
• Ethical dilemmas: autonomy vs. beneficence, resource allocation
• Quality improvement in referral processes
• Self-care and professional boundaries for referrers
• Final assessment: referral plan presentation and peer review

Overview

Practical sessions allow learners to apply referral procedures in simulated scenarios, practice using assessment tools, and engage in role-plays to develop communication and documentation skills. These hands-on activities ensure competence in executing referrals effectively.

Practical Activities
  • Screening and Assessment Practice — Learners practice using standardised disability screening tools (e.g., WHODAS 2.0) on simulated clients and document findings. (4h)
  • Referral Form Completion and Role-Play — Learners complete referral forms based on case scenarios and role-play the referral conversation with a client and a service provider. (4h)
  • Resource Mapping Exercise — Using local directories and online resources, learners map available specialised services for a given community and create a referral pathway. (4h)
  • Case-Based Simulation and Presentation — In groups, learners manage a complex referral case from initial assessment to follow-up, then present their referral plan to the class for feedback. (4h)

Summatives

Each delegate is assessed continuously throughout the course via daily exercises, scored practical assignments, and a final summative test at the end.

Practical Assignments — 30%

Practical assignments are observed and scored against a rubric during the practical sessions. Each delegate's practical mark is averaged into a single 100% score and contributes 30% to the final total.

Daily Exercises — 20%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 20% to the final total.

Final Test — 50%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 50% to the overall mark.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Practicals 30% + Daily Average 20% + Final Test 50%).
