This course equips learners with the skills to effectively manage resources in development projects, including human, financial, and material resources. It covers planning, allocation, monitoring, and control to ensure project objectives are met within scope, time, and budget constraints.

Course Outline

Day 1: Introduction to Development Project Resources

Objectives:
• Define the scope and importance of resource management in development projects.
• Identify the key resource categories: human, financial, material, and time.
• Understand the project lifecycle and resource planning phases.
• Recognise the legislative and regulatory framework governing project resources in South Africa.

• Overview of development projects and resource management.
• Types of resources in development projects.
• Project lifecycle phases and resource implications.
• Relevant SAQA unit standards and legislation (e.g., PFMA, PPPFA).
• Roles and responsibilities of resource managers.

Day 2: Resource Planning and Estimation

Objectives:
• Apply techniques for estimating resource requirements.
• Develop a resource breakdown structure (RBS).
• Use work breakdown structure (WBS) to align resources with tasks.
• Understand cost estimation methods and budgeting principles.

Topics:
• Resource estimation techniques (analogous, parametric, bottom-up).
• Creating a Resource Breakdown Structure (RBS).
• Linking WBS to resource requirements.
• Cost estimation methods and contingency planning.
• Budget development and approval processes.

Day 3: Human Resource and Team Management

Objectives:
• Plan human resource needs and develop staffing plans.
• Understand team dynamics and leadership styles.
• Apply performance management and conflict resolution techniques.
• Ensure compliance with labour laws and equity requirements.

Topics:
• Human resource planning and acquisition.
• Team development stages (Tuckman model).
• Leadership styles and motivation theories.
• Performance management systems.
• Conflict resolution and negotiation skills.
• South African labour legislation (BCEA, LRA, EE Act).

Day 4: Financial Resource Management

Objectives:
• Develop and manage project budgets.
• Monitor financial performance using earned value management.
• Understand procurement and contract management.
• Ensure financial accountability and reporting.

Topics:
• Budget preparation and approval.
• Earned Value Management (EVM) for cost control.
• Procurement processes and supplier selection.
• Contract types and management.
• Financial reporting and auditing requirements.
• Risk management in financial resources.

Day 5: Material and Equipment Resource Management

Objectives:
• Plan for material and equipment needs.
• Implement inventory control and logistics.
• Manage asset lifecycle and maintenance.
• Ensure quality and compliance with standards.

Topics:
• Material requirements planning (MRP).
• Inventory management techniques (JIT, EOQ).
• Logistics and supply chain coordination.
• Equipment acquisition, maintenance, and disposal.
• Quality assurance and control for materials.
• Environmental and safety compliance.

Day 6: Time Management and Resource Scheduling

Objectives:
• Develop project schedules using critical path method.
• Allocate resources to tasks and optimise schedules.
• Monitor schedule performance and manage delays.
• Use scheduling software effectively.

Topics:
• Network diagrams and critical path analysis.
• Resource levelling and smoothing.
• Schedule compression techniques (crashing, fast-tracking).
• Gantt charts and milestone tracking.
• Using MS Project or similar tools.
• Managing schedule variances and corrective actions.

Day 7: Integration, Monitoring, and Reporting

Objectives:
• Integrate all resource plans into a comprehensive management plan.
• Implement monitoring and control systems.
• Report on resource performance to stakeholders.
• Conduct project closure and lessons learned.

Topics:
• Creating an integrated resource management plan.
• Monitoring tools: dashboards, KPIs, and variance analysis.
• Stakeholder communication and reporting.
• Change management and resource reallocation.
• Project closure processes and handover.
• Lessons learned and continuous improvement.

Practicals

This course is made up of exercises and case studies delivered alongside the theory — no separate practical sessions are required to complete it.

Summatives

Each delegate is assessed continuously throughout the course and a final summative test at the end.

Daily Exercises — 30%

Every training day ends with a multiple-choice exercise scored out of 100%. The scores from each daily exercise are averaged across the duration of the course to produce a Daily Average mark, which contributes 30% to the final total.

Final Test — 70%

On the last day a final summative test is written. It is a multiple-choice paper with multiple-answer questions: each question may have more than one correct option, and a single wrong selection on a question marks the entire question wrong — no partial credit. The final test is scored out of 100% and contributes 70% to the overall mark.

All marks are recorded on the AATICD LMS and visible to each learner under their account.

Certificate

Certificate of Completion

Awarded to delegates who achieve an overall mark of 50% or higher on the Final Total (Daily Average 30% + Final Test 70%).
